WhatsApp Business API in India: what it is, how to get it, and what it costs

Meta now calls it the WhatsApp Business Platform, and the part most people mean is the Cloud API. Getting access takes a business portfolio, a number that isn't on WhatsApp yet, and either a developer or a provider. Using it costs money per message, not per month.

The short version

  • The WhatsApp Business API is Meta's WhatsApp Business Platform. Its Cloud API, hosted by Meta, sends and receives messages for software you or a provider run.
  • Meta charges per delivered message, not a monthly fee. For Indian numbers that's ₹0.8631 for marketing and ₹0.115 for utility, authentication or service, before GST.
  • Since 1 October 2026 each business number gets 1,000 free service replies a month, then pays ₹0.115 a reply. Marketing messages are never free.
  • You need a Meta business portfolio and a number you own that can receive an SMS or voice call. A number already on WhatsApp must be deleted from it first, unless you use Meta's coexistence option.
  • New accounts can message 250 people a day outside the 24-hour window. Business verification is the usual way to 2,000.

Nikhil Agarwal runs a surgical-supplies distributor in Bhopal with nine people and about 300 chemists and clinics who order on WhatsApp. All of it goes through the WhatsApp Business app on his own phone. When his sales lead suggested “getting the WhatsApp Business API”, Nikhil searched for it and found four kinds of answer: sign up here for free, apply to Meta, download this sender, talk to our sales team.

They’re describing the same thing from different angles, and only some of them are describing it correctly. This guide covers what the WhatsApp Business API is in India in 2026, how you get access, what Meta charges, and the limits that apply to a new number.

What Meta actually calls it

Meta’s own name is the WhatsApp Business Platform. “WhatsApp Business API” is what everyone else calls it, and in practice it means the platform’s Cloud API: the part that sends and receives messages, and can make and take calls too. Meta hosts it. You don’t install anything.

Around the Cloud API sit a few other pieces you’ll hear about:

  • The Business Management API, which handles your phone numbers, templates and billing.
  • The Marketing Messages API, a separate route Meta sells for marketing messages.
  • Webhooks, which are how every incoming customer message and every delivery update reaches your software.

The important thing for an owner is what isn’t in that list: an app. The API has no inbox and no screen. Someone has to build or provide the software your team types into. Either your own developers build it on Meta’s documentation, or a provider (like us) gives you an inbox, campaigns and automation that run on top of it.

Meta’s documentation states that “you must have a business portfolio to use the platform”. A business portfolio is the container in Meta Business Suite that holds your WhatsApp account, your messaging account (templates and billing) and your number. If you already run ads on Facebook, you probably have one. The glossary explains each of these terms.

The app or the API

The free WhatsApp Business app is a good tool for one or two people replying from one phone. The Platform is for when several people need to reply from one number, when you need to message customers who never saved your number, or when your store or booking system needs to send messages on its own. Our app vs API guide goes through the trade-offs, including when staying on the app is the better call.

Is the WhatsApp Business API free?

No, but it isn’t priced the way most people expect. Meta’s pricing page charges per delivered message. It doesn’t list a monthly fee for using the Cloud API itself.

For messages to Indian (+91) numbers, on Meta’s rate card effective 1 July 2026 and unchanged on the 1 October 2026 card, per delivered message, before GST:

Message typeMeta’s rateWhat’s free
Marketing template (offers, price lists, cart reminders)₹0.8631Nothing
Utility template (order, booking and payment updates)₹0.115Nothing
Authentication template (OTPs)₹0.115Nothing
Service reply inside the 24-hour window₹0.1151,000 per business number per month
Messages in a window opened by a click-to-WhatsApp adFreeUp to 7 days

The service row is new. Until 30 September 2026, replying to a customer who wrote to you first cost nothing. Since 1 October, each business number gets 1,000 free service messages a month, which don’t roll over, and Meta charges ₹0.115 for each one after that. If there’s no payment method on the account, Meta delivers replies within the 1,000 and stops delivering them after. Reactions stay free. The news brief on the change has the detail.

So where does “WhatsApp API free” come from? Three places. Meta gives every developer a test number that can send templates without a payment method, which is genuinely free and genuinely only for testing. Some providers offer free trials or free plans for their own software, while Meta’s message charges still apply. And a lot of “free bulk WhatsApp sender” tools aren’t the API at all. They automate the ordinary app, which breaks WhatsApp’s terms and gets numbers banned; we wrote a separate piece on sending bulk WhatsApp messages without a ban.

How to get access

Step 1: a business portfolio

Create one in Meta Business Suite, or use the one your ads already run from. Use your business’s legal name and registered address, so the details match when you apply for verification.

Step 2: a number that can be registered

Meta’s phone-number page sets out the rules. The number must be owned by you, have a country and area code (short codes don’t work), and be able to receive a voice call or an SMS for the verification code. Mobile numbers are Meta’s recommended type. A landline can work, but Meta recommends voice rather than SMS for the code.

The rule that catches people: a number already in use on WhatsApp can’t be registered unless its WhatsApp account is deleted first. And a number banned on WhatsApp has to be unbanned through the appeal process before it can be used. Once registered, the number still works for ordinary calls and SMS, but not in the regular WhatsApp app.

Most businesses in Nikhil’s position don’t want to give up the number every chemist already has saved. That’s what coexistence is for (below).

Step 3: choose how you’ll connect

There are two routes.

Going direct, a developer creates a Meta app with the WhatsApp use case, adds your number in the App Dashboard, generates access tokens, sets up a webhook server and builds the screens your team will use. Nothing is paid to a provider. Everything else is your team’s job, including keeping it running.

Through a provider, you get a link to Meta’s Embedded Signup. In one window you log in with your Facebook or Meta business credentials, accept Meta’s terms, pick or create your business portfolio and WhatsApp account, verify your number and enter a display name. When it finishes, the provider’s software is already connected to your number.

Under the account model Meta began rolling out in September 2026, the WhatsApp account that holds your number belongs to your business, whichever route you take. Check that it sits in your own portfolio. Our guide to choosing a provider lists the questions worth asking in writing.

Step 4: display name

The display name is the business name customers see. It has to follow Meta’s display-name guidelines, and Meta checks it against them automatically when your account reaches a higher messaging limit. You can change it up to 10 times in 30 days. Use the name customers already know you by, not a slogan.

Step 5: business verification

Verification isn’t required to start sending, but it’s the usual way past the first messaging limit (more on that below), and you need it for the blue Official Business Account badge, along with 30 days on the Platform. The badge guide covers the rest. Start it in the first week. It’s the one step you can’t hurry later.

Step 6: a payment method, in rupees

Meta’s charges go on a payment method in your messaging account, or on your provider’s account if they bill you for Meta. Indian businesses billed by Meta must move to INR billing by 31 December 2026; from 1 January 2027 Meta stops delivering from accounts it asked to move that haven’t. See the rupee billing deadline. Meta also offers prepaid UPI top-ups in India, chosen once when you first set up payment.

Step 7: your first templates

To message anyone who hasn’t written to you in the last 24 hours, you need a template Meta has approved. Meta says review takes up to 24 hours. Most rejections are about formatting, and most cost surprises come from Meta deciding a template is marketing rather than utility. Read why templates get rejected and how Meta decides a message’s category before you submit your first five.

Keeping the Business app on the same number

Meta’s coexistence option connects a number to the Platform while it stays on the WhatsApp Business app. It’s done through a provider’s Embedded Signup, needs Business app version 2.24.17 or later, and can sync your contacts and the last six months of chats.

Some things change. Broadcast lists in the app become read-only, disappearing messages and view-once are switched off in one-to-one chats, group chats aren’t synced, and linked devices have to be connected again. Messages sent from the app stay free; messages sent through the Platform are priced as above. Not every provider supports coexistence onboarding, so ask before you sign up.

For Nikhil, it means the chemists keep messaging the number they know, the owner keeps the app on his phone, and his team works from a shared inbox.

The limits on a new number

A new account can deliver messages outside the 24-hour window to 250 different people in a rolling 24 hours. That limit belongs to your business portfolio and is shared by every number in it. Business verification is the usual route to 2,000. After that Meta raises it to 10,000, 100,000 and then unlimited on its own, once your messages are high quality and you’ve used at least half your current limit in the last seven days. Replies to customers who wrote to you don’t count. The messaging limits guide covers it properly.

Separately, WhatsApp caps how many marketing messages each person receives from all businesses combined. Meta publishes no fixed number. When your message hits that cap, it fails with error 131049, and retrying inside 24 hours makes it worse.

And you need permission. WhatsApp’s Business Messaging Policy says you may only contact people who have given you their number and opted in to hear from you. Our opt-in guide has wording and record-keeping that holds up.

What a month might cost

Take Nikhil’s business as an example, with the maths shown so you can swap in your numbers. Assume one number, a fortnightly stock-and-offers message to all 300 opted-in customers, 1,500 order confirmations and dispatch updates, and 2,600 replies.

LineMathsMeta’s charge
Offers (marketing)600 × ₹0.8631₹517.86
Order and dispatch updates (utility)1,500 × ₹0.115₹172.50
Replies (service)(2,600 − 1,000) × ₹0.115₹184.00
Total before GSTabout ₹874

Then add your provider’s plan, or your developer’s time if you go direct. For most businesses the provider or build cost is bigger than Meta’s bill until marketing volume grows. The cost guide works through three larger examples.

Picking a provider

If you aren’t building it yourself, the provider decides most of your experience. We’d ask every shortlisted provider, in writing, three questions before anything else: what Meta charges and what they charge, as separate lines; whose business portfolio the number sits in; and who helps when a template is rejected or a number is restricted. The twelve-question version covers seats, extra charges, calling and what happens when you leave.

Before you talk to anyone, check two things this week: whether the number you want to use is on WhatsApp today, and whether your business portfolio is verified. Those two answers decide how long the switch takes.

Common questions

What is the WhatsApp Business API?

It's the common name for Meta's WhatsApp Business Platform. In practice it means the Cloud API, hosted by Meta, which sends and receives messages for software that you or a provider run. The API has no app, inbox or screen, so someone has to build or provide the software your team types into.

Is the WhatsApp Business API free?

No. Meta lists no monthly fee for the Cloud API but charges per delivered message. To Indian numbers that is ₹0.8631 for marketing and ₹0.115 for utility or authentication, before GST. Service replies cost ₹0.115 each after the first 1,000 per business number a month, since 1 October 2026.

How do I get the WhatsApp Business API in India?

You need a Meta business portfolio and a number you own that can receive a verification code by text message or voice call. Then connect either directly, with a developer building on Meta's Cloud API, or through a provider's Embedded Signup. Business verification, a payment method and approved templates follow.

How many messages can a new WhatsApp API number send?

A new account can message 250 different people outside the 24-hour window in a rolling 24 hours, a limit shared by every number in the business portfolio. Business verification is the usual route to 2,000, after which Meta raises it to 10,000, 100,000 and then unlimited. Replies to customers don't count.
