Marketing, utility or service? How Meta decides what a message costs

The category on a WhatsApp template decides whether a message costs 11.5 paise or 86 paise in India. You pick a category when you submit it. Meta decides what it actually is.

The short version

  • Utility templates must be non-promotional and either specific to the person or essential. Anything with an offer in it is marketing.
  • Cart reminders and renewal nudges are marketing even when the customer asked for them, because Meta's rules say so.
  • If Meta thinks a template submitted as utility is marketing, it approves it as marketing. You pay about 7.5 times more per message in India.
  • Since 15 September 2026, even a template whose category was confirmed on review can be switched later if what it sends doesn't match.

Sneha Kulkarni runs operations for a spice brand in Pune that sells through its own Shopify store. In August her team submitted a “delivery update” template as utility. It told customers their parcel was out for delivery, then added a line: “Use code MASALA10 on your next order.” Meta approved it within the hour, as marketing. Every delivery update since has cost ₹0.8631 instead of ₹0.115.

Nobody at Meta rejected anything. That’s the part most teams miss.

The four kinds of message

KindWhat it isIndia rate, per delivered message
MarketingOffers, announcements, re-engagement, anything promotional₹0.8631
UtilityUpdates about something the customer did or asked for, or essential alerts₹0.115
AuthenticationOne-time passwords, built from Meta’s template library₹0.115
ServiceFree-form replies inside the 24-hour window, not a template₹0.115 after 1,000 free per number a month

Rates are before GST, from Meta’s India card effective 1 July 2026, which the 1 October 2026 card left unchanged. Service has been charged since 1 October; we covered that in the news brief.

Meta, not you, decides the category

When you submit a template, you choose a category. Since April 2025, if Meta judges it to be marketing, it approves it as marketing rather than rejecting it. You get a working template and a bill 7.5 times higher than you planned.

It doesn’t stop at approval. If an approved utility template later looks like marketing, Meta gives one day’s notice and switches it. Businesses already warned for misusing categories get no notice. And since a 15 September 2026 clarification, even a template whose category you had confirmed on review can be switched if the messages it actually sends don’t match that category. So a utility template whose variable you fill with “20% off this weekend” is at risk, whatever it looked like when approved.

You can request a review within 60 days of a decision.

What counts as utility

Meta’s rule has two parts, and a template has to pass both. It must be non-promotional. And it must either be specific to the person (about their order, booking or account) or be essential, like a security alert.

Usually utility:

  • “Your order #{{1}} has shipped. Track it here.”
  • “Your appointment with Dr {{1}} is tomorrow at {{2}}. Reply 1 to confirm, 2 to reschedule.”
  • “Your fee instalment of ₹{{1}} is due on {{2}}.”
  • “We’ve received your return request for {{1}}.”

What Meta bills as marketing

This is the longer list, and some of it surprises people.

  • Anything promotional, however small. A discount code in a shipping update makes the whole template marketing.
  • Mixed content. A useful update plus “see our new arrivals” is marketing.
  • Unclear content. Meta’s page gives the example of a template whose body is only {{1}}. If the category can’t be judged, it’s marketing.
  • Cart reminders and renewal reminders. Meta names these as marketing “even if requested by users”. A shopper who ticked “remind me” still gets a marketing message.
  • New batches, open days, festive sales, “we miss you” messages.

The cart-reminder rule is the one that catches D2C brands. It’s also why our cart recovery playbook budgets every reminder at the marketing rate.

Authentication has its own rules

Authentication templates are for one-time passwords and must be built from Meta’s template library. They can’t contain URLs, media or emojis, and each parameter must be 15 characters or fewer. If Meta decides a template you submitted in another category should really be authentication, it rejects it on the 1st of the following month.

What happens if you keep getting it wrong

On 17 April 2026 Meta added error 131064: an account that exceeds its messaging limit because of template classification violations gets this error until the enforcement period ends, when the restriction lifts on its own. For a business that sends daily updates, even a few days of that is expensive. Our messaging limits guide explains what the limit is.

A check before you submit

Read the template aloud as the customer. Ask one question: would this message make sense if the business had nothing to sell? A shipping update passes. A shipping update with a coupon doesn’t.

Then check the parts Meta’s reviewers reject most often, which are about format rather than category: mismatched {{ }} braces, variables that skip a number, a template that starts or ends with a variable, or special characters such as # or % inside a variable. Review takes up to 24 hours.

Sneha’s team split the template in two. Delivery updates went back to ₹0.115, and the discount code now goes once a month to the customers who asked for offers.

Common questions

What are the WhatsApp message template categories?

Templates are marketing, utility or authentication. Marketing covers offers, announcements and anything promotional. Utility covers updates about something the customer did or asked for, or essential alerts. Authentication is for one-time passwords. Free-form replies inside the 24-hour window are service messages, not templates.

What do WhatsApp marketing and utility templates cost in India?

Per delivered message, before GST: ₹0.8631 for marketing and ₹0.115 for utility or authentication, on Meta's India card effective 1 July 2026, which the 1 October 2026 card left unchanged. Service replies cost ₹0.115 each after 1,000 per number a month. Marketing costs about 7.5 times as much as utility.

Why was my utility template approved as marketing?

Meta decides the category, not you. Since April 2025, if Meta judges a template submitted as utility to be marketing, it approves it as marketing rather than rejecting it. Anything promotional, however small, does it: a discount code in a shipping update makes the whole template marketing. You can request a review within 60 days.

Can Meta change a template's category after approval?

Yes. If an approved utility template later looks like marketing, Meta gives one day's notice and switches it. Since a 15 September 2026 clarification, even a template whose category was confirmed on review can be switched if the messages it actually sends don't match that category.
