WhatsApp Business API pricing in India: what you pay from October 2026

Meta charges per delivered message, and the price depends on what kind of message it is. For most Indian businesses the bill is decided by one line, and it isn't the replies.

The short version

  • To Indian numbers, Meta charges ₹0.8631 per delivered marketing message and ₹0.115 per utility, authentication or service message, before GST.
  • Each business number gets 1,000 free service replies a month. Marketing messages are never free and have no volume discount.
  • For a typical D2C store, marketing is close to nine-tenths of the Meta bill. Cutting who you send offers to saves far more than trimming replies.
  • Meta changes rates only on 1 January, 1 April, 1 July and 1 October, so a quarterly check keeps your budget right.

Search for WhatsApp pricing in India and you’ll find pages that still say replies are free, pages that describe the 24-hour “conversation” pricing Meta retired in July 2025, and rates nobody can trace to a source. This page uses Meta’s own rate card, and the date on each number is the date Meta put on it.

How Meta charges

Meta bills per delivered message. A message that never reaches the phone costs nothing; one that arrives and is ignored costs the full rate.

The price depends on two things: the country code of the person receiving it, and the kind of message. Templates, the pre-approved messages you need to start a conversation, come in three categories (marketing, utility, authentication). Free-form replies inside the 24-hour window after a customer writes to you are “service” messages, and since 1 October 2026 they’re charged too.

Authentication template (OTPs)₹0.115None
Service reply inside the 24-hour window₹0.1151,000 per business number per month

The template rates come from Meta’s India card effective 1 July 2026, and the 1 October 2026 card left them unchanged. The service rate is new on the 1 October card. Meta also lists a separate authentication-international rate of ₹2.4971 for India; check its pricing page if your OTPs are sent by a business outside India.

Marketing is about 7.5 times the price of a utility message (0.8631 ÷ 0.115). That ratio explains most of what follows.

Volume discounts exist for utility and authentication, but India’s first utility discount starts at 25 million messages a month. No small business will reach it. Marketing has no discount at any volume.

Three monthly bills, worked out

These are illustrations, not customers. The maths is shown so you can swap in your own numbers.

A D2C clothing store in Kochi, one number. It sends two offers a month to about 1,800 opted-in buyers, 900 cart reminders, 2,500 order and shipping updates, and around 3,200 replies.

LineMathsCost
Offers3,600 × ₹0.8631₹3,107
Cart reminders (marketing)900 × ₹0.8631₹777
Order and shipping updates2,500 × ₹0.115₹288
Replies(3,200 − 1,000) × ₹0.115₹253
Total before GSTabout ₹4,425

Marketing is ₹3,884 of that, close to nine-tenths. If the store sent its offers to all 20,000 contacts in its spreadsheet instead of the 1,800 who opted in, each offer alone would cost about ₹17,260.

A coaching institute in Kota, two numbers. The admissions number sends 5,000 replies a month in season, the student-support number 1,500. It sends 3,000 fee reminders and one new-batch announcement to 2,000 parents.

  • Replies: (5,000 − 1,000) × ₹0.115 = ₹460 on admissions, and (1,500 − 1,000) × ₹0.115 = ₹57.50 on support.
  • Fee reminders: 3,000 × ₹0.115 = ₹345.
  • Batch announcement: 2,000 × ₹0.8631 = ₹1,726.
  • Total: about ₹2,589 before GST.

Two numbers mean two free allowances, which saves this institute ₹115 a month over running everything on one number. Don’t add numbers for that. Add them when different teams need them.

A broker in Pune running click-to-WhatsApp ads. A buyer taps the ad and messages. If the team replies inside the 24-hour window, a free window opens for up to 7 days, and the visit confirmation, the location pin and the reminder all cost nothing. Reply late, and the same messages cost ₹0.115 each as templates or service replies. The saving per lead is small; the habit of replying fast is worth more than the saving.

Where the money goes, and what to cut

The 1 October change made replies chargeable, and most of the noise has been about that. For a business that sends offers, it’s the wrong place to look. On the Kochi store’s bill, replies are under 6%.

We’d cut in this order:

  1. Who gets marketing. Send offers to people who opted in and bought or asked in the last few months. A smaller list also gets fewer blocks.
  2. Marketing dressed as utility. A shipping update with a discount line tacked on is billed as marketing. Keep the two apart.
  3. Split replies. Five short messages cost five times one clear one.

How you pay Meta

Meta’s charges go on a payment method attached to your Meta business account. In India you can choose prepaid UPI top-ups instead of invoiced billing, but only when the account first sets up payment, and the choice can’t be changed later. On prepaid, running out of balance returns error 131042, sometimes only after the send looked accepted.

Some providers bill Meta’s charges through their own invoice at a higher per-message rate. That’s a legitimate model, but ask for Meta’s rate and the provider’s margin as separate lines so you can compare.

When these numbers will change

Meta changes rates only at the start of a quarter, with at least a month’s notice for rate updates. The next possible date is 1 January 2027, which is also the day Meta stops delivering from non-rupee accounts it has asked to move. Put a reminder in your calendar for mid-December to check the rupee billing deadline and the new rate card together.

If you’re unsure whether a template will be billed as marketing or utility, read how Meta decides what a message costs before you submit it.

Common questions

Are WhatsApp replies to customers charged from October 2026?

Yes. Since 1 October 2026, free-form service replies inside the 24-hour window are charged at ₹0.115 per delivered message to Indian numbers, before GST, after the first 1,000 per business number per month. Reactions aren't charged or counted.

It depends on what you send. In an illustrative example, a D2C store sending 3,600 offers, 900 cart reminders, 2,500 order updates and 3,200 replies pays Meta about ₹4,425 a month before GST. Marketing is close to nine-tenths of that bill, so cutting who gets offers saves the most.
