Rupee billing: move to INR before 31 December or messages stop
Meta has been offering rupee billing to Indian businesses since January. On 1 January 2027 it stops being optional: accounts still billed in dollars stop delivering messages.
The short version
- If your Meta Billing Hub lists India as the Sold-To country, every WhatsApp messaging account must be billed in INR by 31 December 2026.
- From 1 January 2027, Meta says it won't deliver messages from non-INR accounts of businesses that were eligible to move.
- Indian accounts can also pay by prepaid UPI top-up, but the choice is made once, when payment is first set up, and can't be changed.
- If your provider pays Meta for you, the move is theirs to make. Get their date in writing.
Meta launched rupee billing for WhatsApp on 1 January 2026, for businesses and partners whose Billing Hub “Sold-To” country is India. For most of the year it has sat in the background. Its pricing page now sets a hard date: eligible businesses must move all their messaging accounts to INR by 31 December 2026, and from 1 January 2027 Meta will not deliver messages from their accounts still billed in another currency.
That is 13 weeks from today. It’s also the first day of a new pricing quarter, when rate cards can change, so expect a busy week.
Who has to move
The rule applies to accounts where the Sold-To country in Meta’s Billing Hub is India. That covers most Indian businesses that pay Meta directly for WhatsApp, and Indian partners who pay on behalf of their clients.
If you set up WhatsApp a few years ago with a US dollar card because it was the only option, this is you.
Who pays Meta for you?
This question decides what you have to do, so answer it first.
You pay Meta directly. There’s a payment method on your own Meta business account, and Meta’s charges appear on your card or invoice. The move is yours. Open Billing Hub, check the currency on each account used for WhatsApp messaging, and move any that aren’t in INR.
Your provider pays Meta. You get one bill from the provider, and Meta’s charges are folded into it. The provider has to move its own accounts. Meta has offered partners a Currency Migration API since June, so this is planned work for them. Ask for the date they’ll finish, and ask whether your per-message price changes when they do.
”All” means all
Meta’s wording is that eligible customers must move all their messaging accounts. A business that set up a second number for support, or a test account a developer created in 2024, has more than one. Any that still bill in dollars on 1 January will stop delivering, even if the main one has moved.
The new account model makes this easier to check. Since 23 September, Meta has been splitting each WhatsApp Business Account into a WhatsApp account (the phone number) and one or more messaging accounts, which hold the templates and the billing. All businesses should be on the new model by mid-October. Once you are, the messaging accounts are the list to go through.
Prepaid UPI: decide before you set up
Indian accounts have one more option, documented on 8 September. Instead of invoiced billing, a messaging account can be funded by UPI top-up in Billing Hub, paid in advance.
It suits a small business that doesn’t want a card on file. Three catches:
- The choice is made when the account first sets up a payment method, and it can’t be changed afterwards.
- It isn’t available for accounts on a partner’s credit line, or for Meta Business Agent accounts.
- When the balance runs out, sends fail with error 131042. Sometimes the send call returns “accepted” and the failure only shows up later on the status update, so a team watching the send screen may not notice.
If you go prepaid, put someone in charge of the balance, and top up before big campaigns rather than after.
What to do this month
- Find out who pays Meta: you or your provider.
- If it’s you, list every messaging account in the portfolio and its currency.
- Move the non-INR ones now, not in the last week of December, when everyone else will be trying too.
- If it’s your provider, get their migration date in writing.
The October price changes are covered in what WhatsApp will cost you from October 2026.
