Messaging limits in 2026: 250, 2,000 and how numbers move up

A new WhatsApp Business Platform account can start conversations with 250 people in a day. That is plenty for a clinic and useless for a fee reminder to 3,000 parents. The rules for moving up are shorter than most guides make them.

The short version

  • Your messaging limit is how many different people you can message outside the 24-hour window in any rolling 24 hours. Replies to people who wrote to you don't count.
  • Since October 2025 the limit belongs to your business portfolio, and all its numbers share it. Adding a number doesn't add capacity.
  • New portfolios start at 250. Business verification is the usual way to 2,000; after that the limit rises to 10,000, 100,000 and unlimited on its own.
  • Limits no longer drop when quality slips. What stops a campaign now is usually the per-person marketing cap, reported as error 131049.

Lakshmi Narayanan manages the front desk at a coaching institute in Coimbatore. In her first week on the WhatsApp Business Platform she tried to send a fee reminder to 3,200 parents and watched it crawl. At 250 people a day, that list takes 13 days. The fee was due in five.

She had hit the messaging limit. It’s the most misunderstood number on the Platform, partly because it changed twice in the last year and many guides still describe the old version.

What the limit counts

The messaging limit is the number of different people you can deliver messages to outside a customer service window, in any moving 24-hour period.

Two things follow from that definition. Sending three messages to the same parent counts once. And replying to someone who wrote to you in the last 24 hours doesn’t count at all, because you’re inside their window. A clinic that mostly answers patients can run for months at 250 without noticing. A business that starts conversations, with reminders, updates or offers, hits it on day one.

It belongs to the portfolio, not the number

Since October 2025, Meta sets the limit per business portfolio, and every phone number in that portfolio shares it. Before that, each number had its own. Portfolios that existed at the switch inherited the highest limit any of their numbers had.

In practice: if your sales and support numbers sit in one portfolio at 2,000, together they can reach 2,000 people a day, not 4,000. Buying a second number to double your reach no longer works.

The levels

LevelHow you get there
250Where every new portfolio starts
2,000Complete one scaling path (below)
10,000Automatic
100,000Automatic
UnlimitedAutomatic

The second step used to be 1,000. Meta raised it to 2,000 in October 2025.

Getting from 250 to 2,000

Meta lists three ways, and you need only one:

  1. Complete Business Verification for your portfolio.
  2. Get verified through your provider, if it offers partner-led verification.
  3. Deliver 2,000 messages outside the service window to different people within 30 days, using high-quality templates.

We’d go with verification almost every time. The third path means sending at least 2,000 messages at 250 a day while being judged on quality, which is slow and puts your new number’s reputation on the line before it has one. Verification means submitting your business details for Meta to review, and it’s worth starting before you need the limit.

For Lakshmi’s list, 2,000 turns 13 days into two.

Moving up after 2,000

From 2,000 onwards Meta raises the limit automatically, one level at a time, within 6 hours once two things are true:

  • your messages across all numbers and templates are high quality, and
  • you’ve used at least half your current limit in the last 7 days.

The second condition is the one people trip on. A business at 2,000 that sends 600 messages a week will stay at 2,000, because it never used 1,000 in seven days. That’s fine if 2,000 is enough. If you know a big send is coming, such as admissions or a festive sale, build up to it over the weeks before.

What no longer happens

Guides written before late 2025 describe a “Flagged” quality state and limits that drop when quality falls. Neither exists now. Meta’s own page on the change says quality drops no longer lower your limit.

Quality still matters. It’s a condition for moving up, and blocks and reports still hurt the number. But a bad week no longer knocks you from 10,000 back to 2,000.

The other limit: per person, across every business

This is the one that actually stops most campaigns in 2026, and it’s separate from your messaging limit.

WhatsApp caps how many marketing messages each person receives from all businesses combined. Meta publishes no fixed number. The cap moves with how that person reads marketing messages and how busy their inbox is. When your template is held back, the send fails with error 131049.

Meta asks you to wait at least 24 hours before trying that person again. Since 30 April 2026, repeated retries within 24 hours to people already capped can make further attempts to them unavailable for up to a day, enforced across your account. Automatic retry loops make this worse, not better.

Marketing templates sent inside an open 24-hour window, after the person has replied, don’t count towards the cap.

If you use the same number in the Business app

Numbers connected through coexistence, running on both the WhatsApp Business app and the Platform, are fixed at 20 messages per second. That’s throughput, not the daily limit, and it only matters for very large sends. The “35 broadcasts a month” people search for is a different thing again: it’s a WhatsApp app limit, covered in our app vs Platform guide.

Start verification this week if you’re still at 250. It’s the one step on this page that can’t be rushed when you need it.

Common questions

What is the WhatsApp messaging limit?

The messaging limit is the number of different people you can deliver messages to outside a customer service window in any moving 24-hour period. Several messages to the same person count once, and replies to someone who wrote to you in the last 24 hours do not count at all.

How do I increase my WhatsApp messaging limit from 250 to 2,000?

Meta lists three ways and you need only one: complete Business Verification for your portfolio, get verified through your provider if it offers partner-led verification, or deliver 2,000 messages outside the service window to different people within 30 days using high-quality templates. We would go with verification almost every time.

How does the WhatsApp messaging limit go up after 2,000?

From 2,000 onwards Meta raises the limit automatically, one level at a time, to 10,000, 100,000 and then unlimited. It happens within 6 hours once your messages across all numbers and templates are high quality and you have used at least half your current limit in the last 7 days.

Does adding a second phone number increase my WhatsApp messaging limit?

No. Since October 2025 Meta sets the limit per business portfolio, and every phone number in that portfolio shares it. Two numbers in one portfolio at 2,000 can together reach 2,000 people a day, not 4,000. Buying a second number to double your reach no longer works.
