WhatsApp Business in the UK: winning customers on WhatsApp under UK GDPR and PECR
What our scan of .com homepages shows for the UK, what Meta charges per message to a +44 number, how a small shop turns an ad tap into a sale, and what the ICO says about sending marketing by WhatsApp, soft opt-in included.
The short version
- In our scan of 8,497,286 .com homepages from August 2026, 8,332 carried a UK WhatsApp number, 2.3% of the pages with a readable number and 12th in the world. 22 of them (0.3%) also carried a WhatsApp platform's code.
- On Meta's USD rate card effective 1 October 2026, a delivered message to a +44 number costs $0.0635 for marketing and $0.022 for utility, authentication or service, with 1,000 service messages free per business number each month.
- The ICO's definition of electronic mail covers in-app messages and private direct messages, so marketing on WhatsApp to individuals needs specific consent or a soft opt-in.
- The products and services soft opt-in has five conditions, including an opt-out offered when you collected the number and in every message after. Meta's own opt-in rule still applies on top.
WhatsApp Business in the UK is how a bike shop in Bristol, a dental practice in Leeds or a wedding florist in Kent answers the customer who would rather type than ring. This guide covers what our own scan shows for UK-numbered websites, what Meta charges per message to a +44 number, the path from an ad tap to a qualified lead, and the ICO’s rules for WhatsApp marketing under UK GDPR and PECR, including the soft opt-in.
The numbers come from Conecxt’s scan of the August 2026 Common Crawl archive: we read 8,497,286 .com homepages, found the WhatsApp links on them and sorted the numbers by country code. The method is in our study of Indian websites and the world table in the .com scan.
We make Conecxt, one of the WhatsApp platforms in this category. Nothing here is legal advice.
What our scan shows for the UK
The UK ranks 12th in the world by WhatsApp numbers on .com homepages, just behind Colombia and ahead of Iran.
| Measure (.com homepages, August 2026) | UK (+44) |
|---|---|
| Homepages whose first WhatsApp number is a UK number | 8,332 |
| Share of the 356,316 pages with a readable number | 2.3% |
| World rank | 12 |
| Of those, with a WhatsApp platform’s code or domain | 22 (0.3%) |
Spain, at 25,390 pages, has about three times as many, and the UAE, with 9,921, slightly more. We haven’t broken the 22 UK platform pages down by vendor.
The biggest gap in this count is the domain ending. The scan read .com only, so every UK business on a .co.uk or .uk address is missing; treat 8,332 as a slice, not a census. It also reads homepages only, and counts a page as UK because of the number’s +44 code, not where the business is registered. A provider that works only through the API, Conecxt included, leaves nothing on a homepage. Everything describes August 2026.
What Meta charges for a message to a UK number
Meta charges by the recipient’s country calling code. These are per delivered message, from Meta’s list rate cards effective 1 October 2026.
| Category | USD card | GBP card |
|---|---|---|
| Marketing template | $0.0635 | £0.0458 |
| Utility template | $0.022 | £0.0159 |
| Authentication template | $0.022 | £0.0159 |
| Authentication-international | n/a | n/a |
| Service (free-form reply in the 24-hour window) | $0.022 | £0.0159 |
Replies are no longer free. Meta’s pricing page gives each business phone number “1,000 free service messages per month”, with no roll-over, and charges from the 1,001st. Utility and authentication messages have volume tiers for large senders. The UK has no authentication-international rate on the card.
Other markets are in WhatsApp API pricing by country.
What a typical month costs
An invented example. Hannah Clarke owns a bike shop and repair workshop in Bristol with seven staff. Tom Fletcher, her service manager, runs the WhatsApp number. A month:
| Messages in the month | Count | USD | GBP |
|---|---|---|---|
| Ad-led chats, all inside the free window | 200 leads | $0.00 | £0.00 |
| Service replies on website and in-shop QR chats | 2,000, less 1,000 free = 1,000 | $22.00 | £15.90 |
| Follow-up templates to non-ad leads after 24 hours | 250 | $15.875 | £11.45 |
| One monthly offer to opted-in customers | 1,500 | $95.25 | £68.70 |
| ”Your bike is ready” updates | 300 | $6.60 | £4.77 |
| Meta total | $139.725 | £100.82 |
The working, USD: 1,000 × 0.022 = 22.00; 250 × 0.0635 = 15.875; 1,500 × 0.0635 = 95.25; 300 × 0.022 = 6.60. GBP: 1,000 × 0.0159 = 15.90; 250 × 0.0458 = 11.45; 1,500 × 0.0458 = 68.70; 300 × 0.0159 = 4.77. The two columns price the same messages on Meta’s two cards, so don’t add them together.
The path from ad tap to sale
Five steps. The full playbook is WhatsApp lead generation.
Click-to-WhatsApp ads and the window of up to 7 days
When someone messages you from an ad that clicks to WhatsApp, on the phone app, and you reply within the 24-hour customer service window, Meta says your reply “is not charged and opens a Free Entry Point” window that “may remain open for up to 7 days”. Inside it, marketing, utility, authentication and service messages carry no Meta charge. Chats from WhatsApp on desktop or the web don’t qualify. The free window guide shows how to plan the week.
Website and QR entry points
A wa.me link with the full international number and no plus sign, on every page that sells, plus a QR code on the workshop counter. Pre-fill a sentence that names the page, so Tom knows whether it’s a repair or a new bike before he answers.
A first reply that qualifies
- New enquiry: Hi, do you do e-bike services? Mine keeps cutting out 7:48 pm
- Clarke Cycles: Hi, yes we do. Which brand is it, and is it under warranty with us? 7:50 pm
- Bought here
- Bought elsewhere
- Not sure
- New enquiry: Bought elsewhere 7:52 pm
- Clarke Cycles: No problem. A diagnostic slot is 30 minutes. Which day suits you? 7:52 pm
- This week
- Next week
Follow-up by template after 24 hours
Once 24 hours have passed since the customer’s last message, only templates can go out. For a website lead, a follow-up is a marketing template at $0.0635. Send one with a reason in it.
Nurturing opted-in contacts
The monthly offer goes only to people you can show agreed, or who meet the soft opt-in. That is where UK law is more exact than most.
Can businesses send marketing messages on WhatsApp in the UK?
Yes, within PECR and UK GDPR. The ICO defines electronic mail broadly and says it covers “in-app messages” and “direct messaging on social media (ie private messages)”. The ICO’s page doesn’t name WhatsApp; our reading is that a marketing message on WhatsApp falls inside that definition, and we’d plan on that basis.
The ICO says that for unsolicited electronic mail marketing to individual subscribers “you must have their consent or be able to meet all the requirements of a soft opt-in”. Consent has to be freely given, specific, informed and unambiguous; the ICO says you must “give your name in the consent request” and must not use “pre-ticked opt-in boxes, silence or inactivity”. It also says consent should cover the channel: its good-practice wording names the channel, and it suggests asking separately for each type.
The products and services soft opt-in, in the ICO’s words, applies “only where all the following requirements are met”:
- You obtained the recipient’s contact details.
- You did so while selling or negotiating to sell a product or service.
- You are only marketing your similar products and services.
- You provided the recipient with an opportunity to refuse or opt out when you collected their contact details.
- You give the recipient an opportunity to refuse or opt out in every subsequent communication.
The ICO adds that the details must come directly from the person, that “there is no such thing as a third-party marketing list that is compliant with the soft opt-in”, and that “including an opt-out in an order confirmation email is not sufficient”. Since the Data (Use and Access) Act 2025, charities have a separate charitable purposes soft opt-in.
Three more points from the same guidance. Messages “purely for administrative or customer service purposes” aren’t direct marketing, but adding marketing material makes them so. Unsolicited marketing to corporate subscribers, such as limited companies, doesn’t need consent, though sole traders count as individuals. And everyone has an absolute right to object: keep a suppression list.
Meta’s rule sits on top of all this. Its opt-in page says you need “opt-in permission from the recipient confirming that they wish to receive subsequent messages” from your business. A soft opt-in is the absence of an objection, not a confirmation, so for WhatsApp we’d collect an explicit opt-in even where PECR would let you rely on the soft one. India’s equivalent rules and a record format are in our opt-in guide; the law there is India’s, not the UK’s.
Bank holidays and the Christmas send
GOV.UK lists Christmas Day on Friday 25 December 2026, Boxing Day as a substitute day on Monday 28 December, and New Year’s Day on Friday 1 January 2027 in England and Wales. Scotland and Northern Ireland have their own lists on the same page. If your workshop closes for those days, send the last offer before the 23rd and switch the first reply to say when you reopen.
Choosing a WhatsApp platform in the UK
The scan found 22 UK-numbered homepages with any platform fingerprint, too few to rank. Check these things in any tool you try:
- Your number in your own Meta Business Manager, so you can move provider without losing it.
- Whether Meta’s message charges go to your own payment method.
- A written contract for processing your customers’ data. The ICO says that if another organisation sends electronic mail marketing for you using personal information, “you must have a contract with them”, and that using a platform doesn’t move the responsibility: “You remain responsible for complying with PECR.”
- An opt-out keyword that suppresses the contact, and consent details stored on the contact.
- Click-to-WhatsApp ad attribution and a shared inbox with assignment.
WhatsApp platforms by country has the vendor counts.
Conecxt is built and run from India. We have no UK office and no UK data residency, and plans are billed in US dollars, not sterling. Conecxt has no CRM connectors and no text-message or email channel, doesn’t support WhatsApp Flows or the Marketing Messages API, and the 7-day trial leaves out AI agents and the campaign builder. Basic caps you at 5,000 contacts and 10,000 messages a month.
Before the next send, read your opt-in wording aloud: if it doesn’t name your business and the word WhatsApp, rewrite it. The terms used here are in the glossary.
Common questions
Can businesses send marketing messages on WhatsApp in the UK?
Yes, to individuals who gave specific consent, or who meet all the conditions of the ICO's products and services soft opt-in. The ICO says the electronic mail rules cover in-app messages and private direct messages. Meta separately requires an opt-in that names your business, and every marketing message must offer a simple way to opt out.
What is the soft opt-in for WhatsApp marketing in the UK?
The ICO lists five conditions: you obtained the person's contact details yourself, while selling or negotiating to sell a product or service, you only market your similar products and services, you offered an opt-out when you collected the details, and you offer one in every later message. Charities have a separate soft opt-in.
How much does the WhatsApp Business API cost in the UK?
Meta charges by the recipient's country code. On its USD rate card effective 1 October 2026, a delivered message to a +44 number costs $0.0635 for a marketing template and $0.022 for utility, authentication or service messages; the GBP card shows £0.0458 and £0.0159. Each business number gets 1,000 service messages free a month.
Do WhatsApp order updates need marketing consent in the UK?
Not if they are purely administrative. The ICO says messages sent only for administrative or customer service purposes are not direct marketing, but adding advertising or marketing material makes them direct marketing. Meta's utility templates must also be non-promotional, so a dispatch update with a discount code in it fails both tests.
