WhatsApp Business in Saudi Arabia: how KSA businesses win customers on WhatsApp
What our scan of .com homepages shows for Saudi Arabia, what Meta charges per message to a +966 number, how a Jeddah showroom turns an ad tap into a visit, and what the Personal Data Protection Law and its Implementing Regulation say about direct marketing.
The short version
- In our scan of 8,497,286 .com homepages from August 2026, 4,874 carried a Saudi WhatsApp number, 1.4% of the pages with a readable number and 17th in the world. 15 of them (0.3%) also carried a WhatsApp platform's code.
- On Meta's USD rate card effective 1 October 2026, a delivered message to a +966 number costs $0.0576 for marketing and $0.0107 for utility, authentication or service, with 1,000 service messages free per business number each month.
- Saudi Arabia's Personal Data Protection Law, published by SDAIA, bars sending advertising to a person's own means of communication without their prior consent and a clear way to stop.
- The Implementing Regulation adds that consent must be documented with its time and method, the sender must be clearly named, and marketing must stop without undue delay when consent is withdrawn.
WhatsApp Business in Saudi Arabia is how a furniture showroom in Jeddah or a clinic in Riyadh hears from most new customers, usually in a one-line message sent at night. This guide covers what our own scan shows for Saudi-numbered websites, what Meta charges per message to a +966 number, the path from an ad tap to a qualified lead, and the direct-marketing rules in the Personal Data Protection Law. It is for any business selling to customers in the Kingdom.
The numbers come from Conecxt’s scan of the August 2026 Common Crawl archive: we read 8,497,286 .com homepages, found the WhatsApp links on them and sorted the numbers by country code. The method is in our study of Indian websites and the world table in the .com scan.
We make Conecxt, one of the WhatsApp platforms in this category. Nothing here is legal advice.
What our scan shows for Saudi Arabia
Saudi Arabia ranks 17th in the world by WhatsApp numbers on .com homepages. Very few of those pages show a WhatsApp platform.
| Measure (.com homepages, August 2026) | Saudi Arabia (+966) |
|---|---|
| Homepages whose first WhatsApp number is a Saudi number | 4,874 |
| Share of the 356,316 pages with a readable number | 1.4% |
| World rank | 17 |
| Of those, with a WhatsApp platform’s code or domain | 15 (0.3%) |
The neighbours in the table put it in context. The UAE has 9,921 pages at a 0.6% platform share, Israel 4,825 at 0.3%, and India leads the world with 43,025 at 0.9%. We haven’t broken the 15 Saudi platform pages down by vendor; at that size a ranking would mean little.
The caveats matter more than usual here. The scan read .com only, so every business on a .sa or .com.sa address is missing. It read homepages only, so a WhatsApp link on a contact page counts as no link. A page counts as Saudi because of the number’s country code, not where the business is registered. A provider that works only through the API, Conecxt included, leaves no mark on a homepage, so platform use is undercounted. Everything describes August 2026.
What the count does show: almost every Saudi-numbered .com site with WhatsApp on it is a plain link to a phone. The link is there. Who answers it, how fast, and what happens on day three is the part most of these businesses haven’t built.
What Meta charges for a message to a Saudi number
Meta charges by the recipient’s country calling code, so these rates apply to any business messaging a +966 number. All are per delivered message, from Meta’s list rate cards effective 1 October 2026.
| Category | USD card | SAR card |
|---|---|---|
| Marketing template | $0.0576 | SAR 0.2159 |
| Utility template | $0.0107 | SAR 0.0401 |
| Authentication template | $0.0107 | SAR 0.0401 |
| Authentication-international | $0.0598 | SAR 0.224 |
| Service (free-form reply in the 24-hour window) | $0.0107 | SAR 0.0401 |
Service replies are charged now. Meta’s pricing page gives each business phone number “1,000 free service messages per month”, with no roll-over, and charges from the 1,001st. Utility and authentication messages have volume tiers for large senders. The authentication-international rate only applies to a business based in another country that Meta has deemed eligible, and eligibility starts at more than 750,000 qualifying messages in a moving 30-day period, so a single showroom won’t meet it.
The marketing rate to Saudi Arabia is the same as to the UAE; the utility and service rate is lower. WhatsApp API pricing by country lists every market.
What a typical month costs
An invented example. Abdullah Al Harbi runs a furniture showroom in Jeddah with twelve staff and three people on WhatsApp. A month of the USD card:
| Messages in the month | Count | Rate | Cost |
|---|---|---|---|
| Ad-led chats, all inside the free window | 600 leads | free | $0.00 |
| Service replies on website and showroom QR chats | 4,000, less 1,000 free = 3,000 | $0.0107 | $32.10 |
| Follow-up templates to non-ad leads after 24 hours | 500 | $0.0576 | $28.80 |
| One monthly offer to opted-in customers | 3,000 | $0.0576 | $172.80 |
| Delivery-slot confirmations | 300 | $0.0107 | $3.21 |
| Meta total | $236.91 |
The working: 3,000 × 0.0107 = 32.10; 500 × 0.0576 = 28.80; 3,000 × 0.0576 = 172.80; 300 × 0.0107 = 3.21. The offer to the list is almost three-quarters of the bill, and the 600 ad leads cost nothing in messages. If Abdullah wants a cheaper month, the answer is a smaller, better-chosen list, not fewer replies to people who asked a question.
WhatsApp marketing in KSA: the path from ad to visit
Five steps. WhatsApp lead generation has the full playbook.
Click-to-WhatsApp ads and the free window
When someone messages you from an ad that clicks to WhatsApp, using the phone app, and you reply within the 24-hour customer service window, Meta says your reply “is not charged and opens a Free Entry Point” window that “may remain open for up to 7 days”. While it’s open, marketing, utility, authentication and service messages carry no Meta charge. Desktop and web chats don’t qualify. The free window guide has a day-by-day plan.
Website and QR entry points
A wa.me link carries the full international number with no plus sign, and a pre-filled sentence can say which product page the person was on. A QR code on the showroom floor tag does the same for walk-ins who want to think about it at home.
A first reply that qualifies
Answer within minutes with one question and buttons. For a sofa enquiry that means size, budget band or delivery date, one at a time. Noura Al Qahtani, Abdullah’s sales lead, has a rule: no price list until she knows which room it’s for.
Follow-up by template after 24 hours
After 24 hours from the customer’s last message, only templates can go out. For a lead from the website, a follow-up nudge is a marketing template at $0.0576. One nudge with a reason, such as the fabric sample being back in stock, beats three reminders.
Nurturing opted-in contacts
Customers who bought and agreed to hear from you get the monthly offer. Saudi law is specific about what that agreement must look like.
Direct marketing under the Personal Data Protection Law
Meta’s rule comes first. Its opt-in page says you may message people who have given their number and from whom you have “received opt-in permission” to hear from your business, and you must comply with applicable law.
The Saudi law is the Personal Data Protection Law, which SDAIA publishes with its Implementing Regulation. The Regulation describes it as issued by Royal Decree No. (M/19) dated 9/2/1443H and amended by Royal Decree No. (M/148) dated 5/9/1444 AH. Article 25 of the law says a controller “may not use personal means of communication, including the post and email, of the Data Subject to send advertising or awareness-raising materials”, unless it has “the prior consent of the targeted recipient” and provides “a clear mechanism” for them to stop receiving it. Article 26 allows processing for marketing only if the data “is collected directly from the Data Subject” with their consent, and excludes sensitive data.
The Implementing Regulation defines direct marketing as communicating “by any direct physical or electronic means” to send marketing material. Its Article 29 requires you to:
- obtain consent under Article 11 before processing for direct marketing;
- provide an opt-out that is “at least as easy as the procedures for giving consent”;
- state the sender’s identity “clearly” in every marketing message;
- stop sending “without undue delay” once consent is withdrawn.
Article 11 asks for consent that is freely given, for a purpose explained “before or at the time of requesting consent”, documented “along with the time and the method of Consent”, and obtained separately “for each Processing purpose”.
For a WhatsApp list, that adds up to a separate opt-in line for offers on the order form, a record of when and how it was ticked, your business name in every template, and a STOP keyword that suppresses the contact at once. Our India opt-in guide shows a record format that fits; the law behind it is India’s, not Saudi Arabia’s.
We haven’t given Ramadan or Eid send dates. We couldn’t load the official national portal’s holiday page when we checked, and we’d rather you take dates from the official announcement than from us.
Choosing a WhatsApp platform in Saudi Arabia
Our scan found only 15 Saudi-numbered homepages with any platform fingerprint, which tells you how early the market is, not which tool to pick. What to check:
- The number registered in your own Meta Business Manager, so you keep it if you change provider.
- Whether Meta’s message charges go to your own payment method or through the provider.
- Consent fields on the contact record, so you can show when and how each opt-in was given, as Article 11 asks.
- An opt-out keyword that suppresses the contact immediately.
- Click-to-WhatsApp ad attribution and a shared inbox with assignment.
Vendor counts for every country are in WhatsApp platforms by country.
Conecxt is built and run from India. We have no office in Saudi Arabia and no data residency there, and plans are billed in US dollars. We don’t hold a Saudi certification or accreditation. Conecxt has no CRM connectors and no text-message or email channel, it doesn’t support WhatsApp Flows or the Marketing Messages API, and the 7-day trial leaves out AI agents and the campaign builder. Basic caps you at 5,000 contacts and 10,000 messages a month.
Before the next campaign, pull ten contacts from your list and check whether you could show, for each one, when and how they agreed to hear from you. The words used here are defined in the glossary.
Common questions
How much does the WhatsApp Business API cost in Saudi Arabia?
Meta charges by the recipient's country code. On its USD rate card effective 1 October 2026, a delivered message to a +966 number costs $0.0576 for a marketing template and $0.0107 for utility, authentication or service messages. Each business number gets 1,000 service messages free a month. A provider's plan fee is separate.
Is WhatsApp marketing legal in KSA?
Yes, with consent. Article 25 of the Personal Data Protection Law says a controller may not use a person's means of communication to send advertising unless it has their prior consent and gives a clear way to stop. The Implementing Regulation requires that consent to be documented and the sender to be clearly named.
How many Saudi businesses put WhatsApp on their website?
We can only count homepages. In our scan of 8,497,286 .com homepages from August 2026, 4,874 linked a WhatsApp number with Saudi Arabia's +966 code, 1.4% of all pages with a readable WhatsApp number. Sites on .sa and other endings were not scanned, so the real number is higher.
Do click-to-WhatsApp ads give free messages in Saudi Arabia?
Meta's message charges can be waived. When someone messages you from a click-to-WhatsApp ad using the phone app and you reply within 24 hours, Meta opens a free entry point window that may stay open for up to 7 days, and messages inside it are not charged. You still pay for the ad.
