WhatsApp Business in the UAE: how Dubai and Abu Dhabi businesses win customers on WhatsApp

What our scan of .com homepages shows for the UAE, what Meta charges per message to a +971 number, how a Dubai business turns an ad tap into a booking, and what the UAE's data protection law says about consent.

The short version

  • In our scan of 8,497,286 .com homepages from August 2026, 9,921 carried a UAE WhatsApp number, 2.8% of the pages with a readable number and tenth in the world. 63 of them (0.6%) also carried a WhatsApp platform's code.
  • On Meta's USD rate card effective 1 October 2026, a delivered message to a +971 number costs $0.0576 for marketing and $0.0157 for utility, authentication or service, with 1,000 service messages free per business number each month.
  • A reply within 24 hours to a chat that started from a click-to-WhatsApp ad on the phone app opens a free window of up to 7 days, templates included.
  • The UAE portal says Federal Decree Law No. 45 of 2021 came into force on 2 January 2022 and prohibits processing personal data without the owner's consent, except in some cases.

WhatsApp Business in the UAE is where most enquiries already land. A Dubai holiday-home manager, an Abu Dhabi clinic and a Sharjah trading house all get the same first message: “available?” This guide covers what our own scan shows for UAE-numbered websites, what Meta charges per message to a +971 number, the path from an ad tap to a qualified lead, and the consent rule you have to work inside. It is written for businesses that sell to customers in the UAE, wherever the business itself sits.

The numbers come from Conecxt’s scan of the August 2026 Common Crawl archive: we read 8,497,286 .com homepages, found the WhatsApp links on them and sorted the numbers by country code. The full method is in our study of Indian websites and the world table in the .com scan.

We make Conecxt, one of the WhatsApp platforms in this category. Nothing here is legal advice.

What our scan shows for the UAE

The UAE ranks tenth in the world by WhatsApp numbers on .com homepages, and it is one of the more platform-managed markets.

Measure (.com homepages, August 2026)UAE (+971)
Homepages whose first WhatsApp number is a UAE number9,921
Share of the 356,316 pages with a readable number2.8%
World rank10
Of those, with a WhatsApp platform’s code or domain63 (0.6%)

For comparison, India leads with 43,025 pages and a 0.9% platform share, and the UK has 8,332 pages at 0.3%. In the UAE, the vendors detected most often on platform pages carrying a UAE number are Salesforce (12), respond.io (8), Gallabox (6) and Twilio (6), then Zoko, the AiSensy widget, Engati and Wati with 4 each.

Read those counts carefully. Salesforce, Twilio and Engati sell far more than WhatsApp, so their code on a page is not proof that the business messages through them. A provider that works only through the API leaves no mark on the homepage, which is why Conecxt is absent from the list. The scan covers .com only, so .ae sites are missing, and homepages only, so a link on a contact page counts as no link. A page counts as UAE because of the number’s country code, not where the business is registered: an Indian exporter with a Dubai sales number is in this row. Everything describes August 2026.

So most UAE-numbered sites run the way a small shop does anywhere: a wa.me link to someone’s phone. The gap between “has a link” and “has a team working the chats” is where the money is lost.

What Meta charges for a message to a UAE number

Meta charges by the recipient’s country calling code, so these rates apply to any business messaging a +971 number. All are per delivered message, from Meta’s list rate cards effective 1 October 2026.

CategoryUSD cardAED card
Marketing template$0.0576AED 0.2115
Utility template$0.0157AED 0.0576
Authentication template$0.0157AED 0.0576
Authentication-international$0.051AED 0.1872
Service (free-form reply in the 24-hour window)$0.0157AED 0.0576

Service messages are no longer free. Meta’s pricing page gives each business phone number “1,000 free service messages per month”, which don’t roll over, and charges from the 1,001st. Utility and authentication have volume tiers, so very large senders pay less per message. The authentication-international rate applies only to a business that is based in another country and that Meta has deemed eligible, which takes more than 750,000 qualifying messages in a moving 30-day period. Most businesses reading this will never see it.

Rates by country, side by side, are in WhatsApp API pricing by country.

What a typical month costs, worked through

Take an invented business. Omar Al Mansoori runs a holiday-home management company in Dubai Marina with nine staff, two of them on WhatsApp all day. Here is a plausible month, priced on the USD card:

Messages in the monthCountRateCost
Ad-led chats, all inside the free window350 leadsfree$0.00
Service replies on website and QR chats3,000, less 1,000 free = 2,000$0.0157$31.40
Follow-up templates to non-ad leads after 24 hours300$0.0576$17.28
One monthly offer to opted-in past guests2,000$0.0576$115.20
Booking confirmations and check-in reminders400$0.0157$6.28
Meta total$170.16

The arithmetic: 2,000 × 0.0157 = 31.40; 300 × 0.0576 = 17.28; 2,000 × 0.0576 = 115.20; 400 × 0.0157 = 6.28. The monthly offer is two-thirds of the bill. That is normal, and it is the line to cut first if the list stops buying.

WhatsApp marketing in Dubai: from ad tap to booking

The path that works has five steps. The full playbook is in WhatsApp lead generation; here it is with the UAE numbers in.

Click-to-WhatsApp ads, and the window of up to 7 days

An ad on Facebook or Instagram that opens WhatsApp is the cheapest lead to work. When the person messages from the WhatsApp phone app and you reply within the 24-hour customer service window, Meta’s pricing page says your reply “is not charged and opens a Free Entry Point” window, which “may remain open for up to 7 days”. Inside it, marketing, utility, authentication and service messages carry no Meta charge. Chats started from WhatsApp on desktop or the web don’t qualify. Plan the messages that matter for the first three days; the free window guide explains why.

Website and QR entry points

Put a wa.me link on every page that sells, with the full international number and no plus sign, and a pre-filled sentence that says which page the person came from. Print a QR code on the brochure and the villa welcome card. These chats open a normal 24-hour window and your replies count against the 1,000 free service messages.

A first reply that qualifies

Reply within minutes and ask one thing with buttons. For Omar’s team, it looks like this:

Fatima Haddad talking to Marina Stays
  1. Fatima Haddad:
Hi, is the 2 bedroom in JBR free from 12 Dec? 10:52 pm
  2. Marina Stays:
Hi Fatima, thanks for asking. How many nights, and how many guests? 10:53 pm
    • 3 to 4 nights
    • A week or more
    • Not sure yet
  3. Fatima Haddad:
A week or more 10:55 pm
  4. Day 3, no reply since. The 24-hour window has closed; the free window from the ad is still open.
  5. Marina Stays:
Template · Marketing template, free in the window Hi Fatima, the JBR apartment is still free from 12 December. Shall we hold it for 24 hours? 11:00 am
    • Hold it
    • Show other dates
An invented ad lead. The day-3 message is a template because the 24-hour window had closed, and it carried no Meta charge because the free window was still open.

Follow-up by template after 24 hours

Once 24 hours pass since the customer’s last message, you can only send templates. For a lead that didn’t come from an ad, a follow-up nudge is a marketing template at $0.0576. Send one, with a reason in it. A second “any update?” is how a number gets blocked.

Nurturing opted-in contacts

Past guests who agreed to hear from you get the monthly offer. Ask for that agreement in writing at booking, name your business in it, and keep the record. The next section is why.

Meta’s rule applies everywhere. Its opt-in page says businesses may message people if they have given their number and “received opt-in permission from the recipient confirming that they wish to receive subsequent messages” from that business. You must state that the person is opting in and name your business, and you must comply with applicable law.

In the UAE, the law is Federal Decree Law No. 45 of 2021 Regarding the Protection of Personal Data. The government portal u.ae states that it “came into force on 2 January 2022”, and summarises it this way: it “prohibits the processing of personal data without the consent of its owner, except for some cases in which the processing is necessary to protect a public interest or to carry out any of the legal procedures and rights”, and it gives people the right to correct their data and “to restrict or stop the processing” of it. The same page says the Federal Law No. 15 of 2020 on Consumer Protection protects consumers’ data “and prohibits suppliers from using it for marketing”, and it names the DIFC’s own Data Protection Law, DIFC Law No 5 of 2020. We tried to read the law’s own entry on the UAE legislation portal, but the portal refused our connection, so this section quotes u.ae only. The full text there is in Arabic.

In practice: collect an explicit opt-in that names your business and the kind of messages you’ll send, record when and where it was given, and stop the moment someone asks. India’s version of this, with the DPDP Rules, is in our opt-in guide; treat it as a model for record-keeping, not as UAE law.

Timing around UAE public holidays

The u.ae holiday list covers the public and private sectors. National Day is 2 and 3 December. Eid Al Fitr runs from 1 to 3 Shawwal, Arafah Day is 9 Dhu al-Hijjah, Eid Al Adha runs from 10 to 12 Dhu al-Hijjah, and the Hijri New Year and the Prophet’s birthday are holidays too. The portal notes that “Islamic holidays are determined according to moon sighting”.

So don’t lock an Eid offer to a date weeks ahead. Build the template early, get it approved, and set the send once the date is announced. An Eid greeting with no offer in it is still marketing: Meta’s template categorisation page lists relationship messages, such as a birthday wish or an end-of-year thank-you, under marketing.

Choosing a WhatsApp platform in the UAE

Our scan counts 63 UAE-numbered homepages with a platform fingerprint, spread across at least eight vendors. A count of fingerprints says nothing about which tool suits you. Check these things instead:

  • Your own number on the WhatsApp Business Platform, with the account in your own Meta Business Manager.
  • Who pays Meta. Ask whether message charges go to your own payment method at Meta’s rates or through the provider.
  • Ad attribution, so you can see which chats came from which click-to-WhatsApp ad while the free window is open.
  • Template submission and approval status inside the tool, and an opt-out keyword that actually suppresses the contact.
  • A shared inbox with assignment, so a lead at 10:52 pm has an owner by morning.

The per-country vendor counts are in WhatsApp platforms by country.

Conecxt is built and run from India. We have no office in the UAE, no data residency there, and plans are billed in US dollars. It has no CRM connectors and no text-message or email channel. It doesn’t support WhatsApp Flows or the Marketing Messages API, and the 7-day trial leaves out AI agents and the campaign builder. Basic caps you at 5,000 contacts and 10,000 messages a month.

Before you spend on the next ad, find out who answers a +971 chat that arrives at 11 pm on a Friday, and how fast. The terms used here are in the glossary.

Common questions

How much does the WhatsApp Business API cost in the UAE?

Meta charges by the recipient's country code. On its USD rate card effective 1 October 2026, a delivered message to a +971 number costs $0.0576 for a marketing template and $0.0157 for utility, authentication or service messages. Each business number gets 1,000 service messages free a month, and a provider's plan fee is separate.

Can I use WhatsApp for marketing in Dubai?

Yes, with opt-in. Meta requires the person's permission, naming your business, before you message them, and the UAE's Personal Data Protection Law, as the government portal summarises it, prohibits processing personal data without consent except in some cases. Send offers as marketing templates and honour every request to stop.

How many UAE businesses put WhatsApp on their website?

We can only count homepages. In our scan of 8,497,286 .com homepages from August 2026, 9,921 linked a WhatsApp number with the UAE's +971 code, 2.8% of all pages with a readable WhatsApp number. Sites on .ae and other endings were not scanned, so the real number is higher.

Are click-to-WhatsApp ad chats free in the UAE?

The ad is not free, but Meta's message charges can be. When someone messages you from a click-to-WhatsApp ad using the phone app and you reply within 24 hours, Meta opens a free entry point window that may stay open for up to 7 days. Marketing, utility, authentication and service messages inside it are not charged.
