WhatsApp Business in Brazil: how Brazilian businesses win customers on WhatsApp
Brazilian businesses put a vendor's WhatsApp code on their homepages more often than most. We counted the +55 numbers on .com homepages, read Meta's Brazil rates (where marketing costs about nine times utility), priced a month for an invented Curitiba workshop and read the LGPD on planalto.gov.br.
The short version
- In our scan of 8,497,286 .com homepages (Common Crawl, August 2026), 14,356 carried a Brazilian WhatsApp number: seventh by country code and 4.0% of numbered pages. 79 of them (0.6%) carried a platform vendor's code, most often Weni, then Salesforce and Blip.
- On Meta's USD card effective 1 October 2026, a marketing message to a +55 number costs $0.0625 and a utility, authentication or service message $0.0068. Marketing costs about 9.2 times utility.
- Meta's Payments API for Brazil collects payment inside the chat with dynamic Pix codes, payment links, Boleto or offsite card payment. The business needs its own bank or payment provider integration.
- The LGPD (Lei nº 13.709/2018) lists consent and legitimate interests among the bases for processing. Consent must be for stated purposes and can be revoked at any time by a free, easy procedure.
Lucas Pereira runs an eight-person custom furniture workshop in Curitiba (an invented business, like every person in this article). Nearly every kitchen he builds starts the same way: a message with a photo of an empty wall and the question “quanto custa?”. If you searched “whatsapp business brasil” because you’re planning WhatsApp Business in Brazil, or selling to Brazilian customers from abroad, his month is a fair model. It covers where the chats come from, what Meta charges for each message to a +55 number, how payment can happen in the chat, and what the LGPD asks of you.
Our figures come from our own research. We read the August 2026 Common Crawl copy of every .com homepage it held, 8,497,286 of them, looked for WhatsApp links and WhatsApp platform code, and sorted the numbers by country code. The method and caveats are in our study of Indian websites and the world ranking in WhatsApp on websites worldwide.
We make Conecxt, one of the WhatsApp platforms in this category.
What our scan shows for Brazil
Brazil is seventh by the WhatsApp numbers on .com homepages, and one of the markets where a vendor’s code turns up most often next to the number.
| Country of the WhatsApp number | .com homepages | Share of 356,316 numbered pages | With a platform fingerprint |
|---|---|---|---|
| India (+91) | 43,025 | 12.1% | 382 (0.9%) |
| US/Canada (+1) | 20,530 | 5.8% | 105 (0.5%) |
| Brazil | 14,356 | 4.0% | 79 (0.6%) |
| Mexico | 10,882 | 3.1% | 79 (0.7%) |
| Colombia | 8,624 | 2.4% | 83 (1.0%) |
Read the share with its caveats. The scan covers .com only, so the many Brazilian businesses on .com.br are outside it, and homepages only, so a WhatsApp link on a contact page counts as none. A page is placed by its WhatsApp number’s country code, and counts are of homepages, not companies. Brazil’s true figure is certainly higher than 14,356; how much higher, this scan can’t say.
The platform column is the useful part. Brazilian-numbered pages carry a vendor’s code about four times as often as Turkish ones (79 of 14,356 is 0.55%; 38 of 26,894 is 0.14%), and Latin America as a block (Colombia 1.0%, Argentina 0.8%, Mexico 0.7%) does this more than Europe. We don’t quote a Brazilian WhatsApp user count, because we couldn’t find one in a primary source we could cite.
What the WhatsApp API costs in Brazil
Meta charges by the recipient’s country calling code, and Brazil (+55) has its own row on the rate card. Meta also publishes a BRL card, and its pricing page says that since 16 July 2026 every eligible solution provider and directly integrated business whose Sold-To country in Billing Hub is Brazil can open new messaging accounts in reais.
| Message category, to a +55 number | USD per delivered message | BRL per delivered message |
|---|---|---|
| Marketing template | $0.0625 | R$0.3217 |
| Utility template | $0.0068 | R$0.035 |
| Authentication template | $0.0068 | R$0.035 |
| Authentication-international | not applicable | not applicable |
| Service (free-form reply inside 24 hours) | $0.0068 after 1,000 free per number per month | R$0.035 after 1,000 free |
These are list rates from the cards effective 1 October 2026. Utility and authentication rates can fall at higher volumes under Meta’s volume tiers, and Meta changes rates only on the first day of a quarter, so the next possible change is 1 January 2027.
The shape is the opposite of Indonesia’s. In Brazil a marketing message costs about 9.2 times a utility one ($0.0625 ÷ $0.0068), while replies are cheap. So the money question for WhatsApp marketing in Brazil is who gets the offers, not how long the conversations run. WhatsApp API pricing by country has the other markets.
A typical month, worked out
An invented month for Lucas’s workshop, at list rates.
| What he sends | Volume | Arithmetic | USD | BRL |
|---|---|---|---|---|
| Replies and follow-ups to chats from Click-to-WhatsApp ads, inside the free window | 700 chats | not charged | $0.00 | R$0.00 |
| Free-form replies to website and Instagram-bio chats | 2,400 | first 1,000 free; 1,400 × rate | $9.52 | R$49.00 |
| Utility templates: measuring visit booked, delivery date | 600 | 600 × rate | $4.08 | R$21.00 |
| Marketing template: showroom offer to opted-in past clients | 2,500 | 2,500 × rate | $156.25 | R$804.25 |
| Total to Meta | $169.85 | R$874.25 |
The offer is 92% of the bill ($156.25 of $169.85). Send it to the 2,500 people who asked for offers and have bought or quoted in the last two years, not to every number in the phone, and fewer people who never asked for it will block or report your number.
The demand-generation path, step by step
1. Click-to-WhatsApp ads, and the free window of up to 7 days
When someone taps an ad that clicks to WhatsApp, on the WhatsApp app for Android or iPhone, and you reply within the 24-hour customer service window, Meta opens a free entry point window from your reply. Meta says it “may remain open for up to 7 days”, and inside it Meta charges nothing for marketing, utility, authentication or service messages. Chats from WhatsApp on desktop or the web don’t qualify, and Meta Business Agent messages stay charged. With marketing at $0.0625, that week is when to send the follow-up offer. How to use the free window covers timing.
2. Website and QR entry points
WhatsApp’s help centre gives the format: https://wa.me/<number>, with the full international number and no zeros, brackets or dashes. For a Brazilian mobile that is 55, the two-digit area code and the number. Add ?text= with a sentence such as “Olá, quero um orçamento de cozinha planejada” and the enquiry arrives already saying what the job is. Put the link on the site, the Instagram bio and, as a QR code, on the showroom door and the delivery van (QR codes for offline leads).
3. A first reply that qualifies
- Ana Souza: Oi, vi o anúncio. Quanto custa um armário planejado? 21:05
- Este mês
- Em 1 a 3 meses
- Só pesquisando
- Ana Souza: Em 1 a 3 meses 21:07
- Asked: which room, when. Tagged: kitchen, 1 to 3 months. Assigned to the designer for a measuring visit.
Two taps tell the designer whether to book a visit this week. WhatsApp lead generation has the full qualifying script and the cost-per-lead formula.
4. Follow up by template after 24 hours
After 24 hours from the customer’s last message, only approved templates go through. “Your quote is ready, shall we book the measuring visit?” may be read as utility or marketing depending on the wording, and Meta makes that call, so keep it to the facts of the quote. A pure “come and see our new finishes” is marketing at $0.0625. Inside a free window from an ad, both are free.
5. Nurture the contacts who opted in
Meta’s opt-in page requires you to state clearly that the person is opting in to messages from your business, name the business, and comply with applicable law. It recommends separate opt-ins by message category and a clear way to opt out. In Brazil, applicable law includes the LGPD.
Taking payment: Pix in Meta’s Payments API
Meta’s Payments API for Brazil, updated 16 October 2026, lets a business send an order details message and collect payment through dynamic Pix codes, payment links, Boleto or one-click offsite card payment. With Pix, the buyer copies the code into their bank app, or with Pix App-Switch picks their bank and WhatsApp opens the bank app with the details filled in. Meta says App-Switch currently needs manual onboarding or enrolment in Meta Business Agent. The business must integrate with a bank or payment provider to generate codes and confirm payment; WhatsApp doesn’t reconcile payments.
The LGPD: what the law says about consent
The Lei Geral de Proteção de Dados (Lei nº 13.709, de 14 de agosto de 2018) is published in full on planalto.gov.br, and is overseen by the Agência Nacional de Proteção de Dados (ANPD). Article 65 sets its entry into force in stages: 28 December 2018 for the articles on the national authority and its council, 1 August 2021 for the sanctions in Articles 52 to 54, and 24 months after publication for the rest.
What the text says, in our reading of the compiled law:
- Article 7 lists the cases in which personal data may be processed. They include consent (item I), performance of a contract at the person’s request (item V) and the legitimate interests of the controller (item IX).
- Article 8 says consent is given in writing or by another means that shows the person’s will. It must refer to stated purposes, and generic authorisations are void. The controller carries the burden of proving consent, and consent “pode ser revogado a qualquer momento” (can be revoked at any time) by a free and easy procedure.
- Article 10 says legitimate interests can support processing for legitimate purposes including “apoio e promoção de atividades do controlador” (support and promotion of the controller’s activities), using only the data strictly necessary and with transparency.
- Article 18 gives people rights to confirmation, access, correction and deletion, and to revoke consent.
The law doesn’t mention WhatsApp, and whether your offers rest on consent or legitimate interests is a question for a Brazilian lawyer. This is not legal advice. Whatever the basis, the practical line is the same: a plain opt-in that names your business and says it covers WhatsApp offers, a record of when it was given, and a “PARAR” or “SAIR” that is actioned the same day.
Choosing a WhatsApp platform in Brazil: what to look for
On the 79 platform pages with a +55 number in our scan, the vendors detected most often were Weni 24, Salesforce 12, Blip 10, Kommo 9, Manychat 5, SendPulse 4, Insider 3 and respond.io 3. Across all .com homepages, Weni appears on 263 and Blip on 25. Salesforce and Insider sell many products, so their fingerprint means their code is on the page, not that the business uses them for WhatsApp. A provider used behind a plain wa.me link leaves no trace, so these are floors. Conecxt leaves no homepage fingerprint and is absent from the counts. WhatsApp platforms by country compares the leaders across markets.
| Ask | Why it matters in Brazil |
|---|---|
| Does Meta bill my own payment method, in USD or BRL? | You can check every charge against Meta’s Brazil row |
| Can I send a Pix code or payment request from the chat? | Meta’s Brazil Payments API supports it; not every platform does |
| Can I target offers by segment rather than by whole list? | Marketing is about 92% of a typical bill |
| How are opt-ins and revocations recorded? | The LGPD puts the burden of proving consent on you |
| Does the inbox show which ad a chat came from? | The free window only helps if you know which chats are in it |
Pull last month’s marketing sends and divide them by the contacts who actually opted in. If the first number is bigger, fix the list before you touch the budget. Terms used here are in the glossary.
Common questions
How much does the WhatsApp API cost in Brazil?
Meta's USD rate card effective 1 October 2026 charges $0.0625 per delivered marketing message to a +55 number and $0.0068 for utility, authentication and service messages. The BRL card lists R$0.3217 and R$0.035. The first 1,000 service messages per business number each month are free; your platform's fee is separate.
Does the LGPD apply to WhatsApp marketing in Brazil?
The LGPD covers personal data, which it defines as information about an identified or identifiable person; a customer's number and chats fit that. It lists consent and the controller's legitimate interests among the legal bases. Consent must be for stated purposes and revocable at any time. Which basis fits your WhatsApp offers is a question for a Brazilian lawyer.
Can customers pay with Pix inside WhatsApp?
Meta's Payments API for Brazil lets a business send an order details message carrying a dynamic Pix code, which the buyer copies into their bank app or, with Pix App-Switch, opens in it directly. The business must integrate with a bank or payment provider to generate codes and confirm payment.
Can Brazilian businesses pay Meta in reais?
Yes, if eligible. Meta's pricing page says that since 16 July 2026 all eligible solution providers and directly integrated businesses whose Sold-To country in Billing Hub is Brazil can create new messaging accounts in BRL. Meta says a messaging account's currency can't be changed once chosen.
