Meta business verification for WhatsApp: documents, display names and what to do when stuck
Business verification is the step in WhatsApp setup that you can't hurry and can easily get wrong. Meta's help pages say what it checks, which documents count, how long a decision may take and why submissions fail. They say less about India than most guides claim.
The short version
- You don't need business verification to start on the WhatsApp Business Platform. You need it to move from 250 to 2,000 people a day by the usual route, and for the blue Official Business Account badge.
- Meta's document page lists five types and names no India-specific documents. The papers must show your legal name and your official address or phone number.
- You start in Security Centre in Meta Business Suite, and you need full control of the business portfolio. Meta says a decision may take up to 14 working days.
- The details you type must exactly match your legal entity, and your website must load over HTTPS. A broken website is one of the four rejection reasons Meta lists.
- Display names are reviewed separately, when you reach a higher messaging limit. Generic words, 'Official', 'WhatsApp', offers and web addresses are not accepted.
Sreejith Ramesan runs an 11-person modular kitchen firm in Thrissur. The showroom board and the website say Thanal Kitchens. The GST certificate says S R Interiors LLP, at the address of a godown he gave up two years ago. He submitted Meta business verification for his WhatsApp API number on a Monday, typed the showroom name and the showroom address, and was rejected by the following week.
Nothing about his business was doubtful. The details he typed didn’t match the papers he uploaded. A mismatch like that is the easiest way to fail, and Meta’s help pages are clear on it once you find the right ones.
Is business verification required for the WhatsApp Business API?
No, not to start sending. Meta’s help page on display names says “You don’t need to complete a WhatsApp display name review or account checks to get started”, and that you can begin messaging customers immediately after sign-up. There’s also no form to apply for the WhatsApp Business API; you connect a number, as our API guide for India sets out.
What verification changes is what Meta calls scaling. Its help page gives a before and after:
| Before scaling | After scaling | |
|---|---|---|
| Conversations you can start | 250 unique customers per business portfolio every 24 hours | 2,000, rising further through automatic scaling |
| Replies to customers who write to you | Unlimited | Unlimited |
| Phone numbers you can register | Up to 2 | Up to 20 |
| Business name shown to customers in chats | No | Yes, subject to review |
| Official Business Account | Can’t apply | Eligible to apply |
Business verification is one of three scaling paths, and you need only one. The others are partner-led verification through your provider, and what Meta calls quality messaging: 2,000 delivered messages to different people within 30 days using high-quality templates. Meta adds that some features after scaling depend on the path chosen. The clearest case is the blue badge: the Official Business Account page asks for a portfolio verified through Business Verification specifically. The messaging limits guide covers the limit side, and the badge guide the other four badge conditions.
Verification is not a badge. Every Meta page on the subject repeats that it “is different from Meta Verified for businesses and won’t give you a verified badge.”
What Meta is actually checking
Two things, according to its page on business verification. That your business is a legal entity, registered with local authorities, with an official phone number or postal address. And that you are an authorised representative of it, which you prove by receiving a code at the business’s phone number or email address, or by verifying your website’s domain.
So there are two ways to fail: papers that don’t establish the business, or a person who can’t show a link to it.
Which documents Meta accepts, and what it says about India
Meta’s document page lists five document types and no country-specific list. It does not name GST certificates, Udyam registration, shop and establishment licences or any other Indian document. Anyone who tells you “Meta requires” a particular Indian certificate is going beyond the page.
| Document type, as Meta lists it | What Meta says about it |
|---|---|
| Certificate or articles of incorporation | Listed without conditions |
| Business registration or licence document | Listed without conditions |
| Government-issued business tax document | ”This could include a tax certificate. Self-filed tax documents are not accepted.” |
| Business bank statement | Listed without conditions |
| Utility bill | Accepted for business address and phone number only. The legal business name must be on it, and it doesn’t count as proof of the legal name |
The rules that apply to all of them:
- The documents should “validate the legal name of your business and your business’s official postal address or phone number”.
- They must not be expired, and must be issued by the relevant authorities.
- Cover personal information Meta doesn’t need, such as a personal identity number, before uploading.
- English, Hindi and Bengali are among the supported languages. Other Indian languages aren’t on the list, and for those Meta asks for English translations carrying the official stamp of a translating agency.
- If you choose to receive the confirmation code by email, you may be asked to prove you own the website domain.
Our own reading, not Meta’s: a GST registration certificate is issued by the government and is not self-filed, so it fits the tax document type, while a GST return you filed yourself would not. Pick the document on which your legal name and current address appear exactly as you’ll type them.
That was Sreejith’s problem. His certificate carried the old godown address.
How to verify your business in Security Centre
You do it on a desktop browser, in Security Centre inside Meta Business Suite, and you need full control of the business portfolio. If you can’t open Security Centre at all, Meta says you probably don’t have full control; ask whoever created the portfolio.
- Open Security Centre and click Start verification.
- Enter your business details: legal business name, address, phone number and website. Meta’s instruction is that these “exactly match the details of your legal business entity”, and that the website loads and uses HTTPS.
- Confirm your business details against the records Meta finds. If nothing matches, choose “My business isn’t listed” or “None of these match”. This is the point where Meta may ask you to upload documents.
- Choose how to confirm your connection to the business: email, phone call, text message, WhatsApp message or domain verification.
- Confirm, then click Done. You’ll see a notice that the submission has been received.
If the button says “Ineligible for verification” instead, Meta’s page says you don’t need to complete verification in Security Centre, and that the prompt may come by email or from another Meta product. It doesn’t explain how a WhatsApp business becomes eligible, so ask your provider how verification is started for accounts it has onboarded.
How long does Meta business verification take?
Meta says a decision “may take up to 14 working days”, and that you’ll be notified when the review is complete. That is the only timing on the page. It doesn’t publish an average or offer a faster queue.
Partner-led verification is quicker where it exists. Meta’s developer page gives an average turnaround of 5 minutes, with some submissions taking several hours, and its help page says some take up to 24 hours. Only approved Select Solution and Premier Solution Partners can offer it, the provider gets three submissions per client, and Meta notes that approval this way opens the expanded WhatsApp features only, not other Meta products. Ask your provider whether it has this path before you assume it.
Why verification gets rejected
Meta’s rejection page gives four reasons:
- submitting, or being suspected of submitting, false or misleading information;
- trying to claim or verify a business portfolio you don’t own or aren’t authorised to represent;
- trying to get round the review system;
- a website that fails to load, isn’t HTTPS compliant, or contains a link that leads to an error message.
The fourth is the one honest businesses hit. A domain that lapsed, a “Contact us” link that returns an error, a site still on plain HTTP. Check every link in your menu and footer before you submit.
Meta doesn’t list a name or address mismatch as a separate reason. It does tell you, at step 2, that the details must exactly match your legal entity, and the partner-led API returns a rejection code named LEGAL_NAME_NOT_FOUND_IN_DOCUMENTS. Treat matching as the thing most likely to decide your case.
Stuck in review, or rejected: what to do
Inside 14 working days, the answer is to wait. After that, or after a rejection, work through this in order.
First, look in the right place. The status is in Security Centre, or in whichever product started the process. Check the inbox of every portfolio admin too, since Meta says the notice may arrive by email.
Second, don’t edit your business details while a review is running unless they are wrong. Meta’s note is plain: “If you edit your business details, then you need to complete the verification process again.” Its page on editing adds that the Edit button may be unavailable when the portfolio is used for a WhatsApp Business account.
Third, if you were rejected, fix the mismatch before appealing. Meta says you “may be eligible to appeal” and sends you back to Security Centre to see how. For Sreejith that meant typing S R Interiors LLP as the legal name, uploading a bank statement with the showroom address, and adding a footer line to the website: “Thanal Kitchens is a brand of S R Interiors LLP.”
Fourth, consider another path. If your provider has partner-led verification, that’s a separate submission with its own decision. And the quality messaging path needs no documents at all, though at 250 people a day it takes at least eight days of sending to reach 2,000.
Display name rules for the WhatsApp Business Platform
The display name is reviewed separately from the business. Meta’s developer page says the name “automatically undergoes verification” when you reach a higher messaging limit, so a name that was fine on day one can be rejected weeks later.
| Meta’s rule | Accepted example from Meta | Not accepted example from Meta |
|---|---|---|
| Represents the business, a service, product or department | Fresh Produce Customer Service Department | Tom Ford Nike, unless the link is shown on external sources |
| Not a generic term or place | Fresh Produce Boston | Fashion; New York |
| No “Official” or “Verified” | Fresh Produce official account | |
| No reference to Meta or its apps | Minni’s Muffins WhatsApp | |
| No promotional language | Sarah’s Sporting Goods: Best rated sporting goods store in Texas, US | |
| Not a website or email address | sarahssportinggoods.com | |
| Clear relationship with the legal name | Fruit Snacks by Fresh Produce | Fruit Snacks, where the link isn’t on any external website |
| Consistent with branding on external sources | FP Cold Pressed Juices | Digital Cloud Solutions, found nowhere on the company’s website |
A personal name is allowed if external sources show the nature of the business; Meta’s example is “Tom Ford Chiropractor”. Abbreviations and a city or a staff member’s name after the brand are fine.
The rule that catches Indian SMBs is the relationship with the legal name. A trading name that differs from the registered one is normal here. Meta’s fix is to make the link visible: use the form “Thanal Kitchens by S R Interiors LLP”, or state the relationship on your website.
If your WhatsApp display name is rejected
Meta’s developer page gives two options: edit the name to fit the guidelines, or file an appeal through Developer Support. You can change a display name 10 times in a 30-day period, in WhatsApp Manager under Account tools, Phone numbers, then the Profile tab. After a new name is approved the number has to be registered again within 14 days for the name to take effect, which a provider normally does for you. If the number already has Official Business Account status, a name change goes through Meta’s direct support instead.
Verified, but the limit hasn’t moved
Verification doesn’t raise the limit on its own. Meta’s messaging limits page says that once you complete a scaling path, it analyses your message quality and then approves or denies the increase, telling you by email either way. A denial keeps you at your current limit and names what to try next, which may be an identity check or the quality messaging path.
Meta doesn’t say how much sending history that analysis needs. Our suggestion, and it is only that: don’t leave a new number silent until verification clears. Send the confirmations and reminders your opted-in customers expect from the first week.
If you’re still on the WhatsApp Business app, the 14-day switching plan puts verification on day 2 for the reason this article gives. The glossary explains portfolio, display name and the other terms.
Before you click Start verification, put three things side by side: the legal name and address on the document you’ll upload, the details in your portfolio’s Business info, and the footer of your website. If all three agree, submit. If they don’t, fix that first.
Common questions
Is Meta business verification required for the WhatsApp Business API?
Not to start. Meta's help page says you can begin sending messages immediately after sign-up. Business verification is one of three ways to raise your messaging limit from 250 to 2,000 people per 24 hours, and the Official Business Account badge requires a portfolio verified through Business Verification.
What documents does Meta accept for business verification in India?
Meta's page lists no India-specific documents. It names five types: certificate or articles of incorporation, business registration or licence document, government-issued business tax document, business bank statement, and utility bill. A utility bill proves address or phone only. Documents must show the legal business name and must not be expired.
How long does Meta business verification take?
Meta's help page says a decision on a verification submission may take up to 14 working days, and that you get a notification when the review is complete. Partner-led verification, offered only by approved Solution Partners, is faster: Meta says most requests resolve within minutes and some take up to 24 hours.
Why was my Meta business verification rejected?
Meta lists four reasons: false or misleading information, trying to verify a business portfolio you don't own or aren't authorised to represent, trying to get round the review system, and a website that fails to load, isn't HTTPS compliant or contains a link that leads to an error. Meta says you may be eligible to appeal.
Why was my WhatsApp display name rejected?
Meta's guidelines don't accept generic terms or place names alone, the words Official or Verified, references to Meta or WhatsApp, promotional language, or names formatted as a website or email address. The name must also have a clear relationship with your legal name and match your branding on your website.
