Twilio WhatsApp API pricing for India: what you pay Twilio, what you pay Meta, and when a no-code tool is cheaper
Twilio lists no monthly fee for WhatsApp. It charges half a US cent on every message in both directions, and passes Meta's charge through on top. Here is what that adds up to for Indian numbers, what a number costs, and the volume at which a flat-fee inbox tool works out cheaper.
The short version
- Twilio's WhatsApp pricing page lists $0.005 per message, inbound or outbound, plus Meta's fee passed through (read 7 Oct 2026).
- For an Indian number, Twilio's price file lists Meta's fee as $0.0118 for marketing and $0.0014 for utility, authentication and service messages. With Twilio's fee, a utility template costs $0.0064.
- Twilio's WhatsApp pricing page lists no number fee. Its India page lists international numbers from $1.15 a month and no price for a +91 number. You can register your own number.
- Twilio sells an API. The inbox your team replies from is something you build or buy separately.
- At an illustrative ₹90 to the dollar, Twilio's per-message fee alone passes a ₹2,499 monthly plan at about 5,500 messages a month, counting both directions.
Anirudh Kamath is the only developer at an 11-person courier booking firm in Mangaluru. On Monday his founder asked what the Twilio WhatsApp Business API would cost them a month. The answer has two lines on the invoice and one cost that never appears on it. Twilio charges a fee on every message. Meta charges its own fee on most outgoing ones. And somebody has to build and run the screen the support team replies from.
We make Conecxt, one of the products compared here. Every Twilio figure below comes from Twilio’s own pages as read on 7 October 2026, in US dollars, because that is how Twilio lists them.
What does Twilio charge for WhatsApp messages?
Twilio charges $0.005 per WhatsApp message, inbound or outbound, and passes Meta’s fee through on top. Its WhatsApp pricing page, marked “Pricing current as of September 2026”, lists no monthly fee and no setup fee.
Three smaller items sit on the same page:
- A failed message processing fee of $0.001 for any message that ends in a “Failed” status.
- An optional add-on called the Messaging Engagement Suite (link shortening, click tracking and scheduling) at $0.015 per message, with the first 1,000 free each month.
- A free trial. Twilio’s page says you can start testing without entering a credit card.
The word that matters is “inbound”. Meta doesn’t charge for messages a customer sends you. Twilio charges the same half cent in both directions. A customer who writes “hi”, then “where is my parcel”, then sends a photo of the label has cost 1.5 cents before anyone replies.
What does Meta charge on top for Indian numbers?
Meta charges per delivered message by category, and for Indian numbers Twilio’s downloadable price file lists $0.0118 for marketing and $0.0014 for utility, authentication and service messages. Those match Meta’s own US dollar card for India.
| Message to or from an Indian number | Meta’s fee | Twilio’s fee | Total |
|---|---|---|---|
| Marketing template | $0.0118 | $0.005 | $0.0168 |
| Utility template | $0.0014 | $0.005 | $0.0064 |
| Authentication template | $0.0014 | $0.005 | $0.0064 |
| Service reply, after Meta’s free tier | $0.0014 | $0.005 | $0.0064 |
| Message sent by the customer | none | $0.005 | $0.005 |
Prices as listed on 7 October 2026. Twilio’s file also lists an authentication-international rate of $0.0304 for India. Its page says “certain countries and customers” are subject to that rate and points to Meta’s rate cards for who.
Look at the utility row. Twilio’s fee is about three and a half times Meta’s. On a marketing message the proportions flip, and Meta takes most of it.
Meta also publishes its India card in rupees: ₹0.8631 per marketing message and ₹0.115 for utility, authentication and service messages, before GST. Twilio’s page lists no rupee prices, so we haven’t converted its figures here. Our WhatsApp Business API guide for India explains the categories, and the glossary defines the terms.
Two things on Twilio’s page need care.
First, it contradicts itself on utility templates sent while a chat is open. The explanatory text says Meta charges for them during a customer service window. The calculator and the page’s FAQ still say there is “no charge” for them. Meta’s own pricing page says these have been charged since 1 October 2026. Budget for the charge.
Second, Twilio footnotes a free tier for service messages that “resets monthly” without giving its size. Meta’s page puts it at 1,000 service messages per business number per month. After that, every reply your team types is billed by Meta at the service rate.
Twilio WhatsApp number pricing
Twilio’s WhatsApp pricing page lists no separate fee for a WhatsApp number. What you pay depends on whose number you register.
Twilio’s docs say a WhatsApp sender can be “either a Twilio phone number or a non-Twilio phone number”. For a number you already own, the conditions are that it isn’t already registered with WhatsApp and that it can receive an SMS or a voice call, because Meta verifies ownership with a one-time code. A line that plays an IVR menu can’t receive that code.
For a number leased from Twilio, the India pricing page lists one type: “International Numbers”, described as non-domestic numbers, “starting at $1.15/mo”. It doesn’t list a price for an Indian +91 local or mobile number. If your customers should see an Indian number, plan on registering your own SIM or landline and ask Twilio to confirm before you build.
A worked month, in dollars
For a small support-heavy business, Twilio’s own fee is the larger part of the bill. Take Anirudh’s firm, with volumes we have made up for the example: 2,500 messages from customers, 3,000 booking and delivery updates, 1,000 promotional messages, and 2,400 typed replies of which 1,000 fall inside Meta’s free tier.
| Line | Messages | Rate | Cost |
|---|---|---|---|
| Twilio fee, every message both ways | 8,900 | $0.005 | $44.50 |
| Meta: utility templates | 3,000 | $0.0014 | $4.20 |
| Meta: marketing templates | 1,000 | $0.0118 | $11.80 |
| Meta: service replies beyond the free 1,000 | 1,400 | $0.0014 | $1.96 |
| Total | $62.46 |
Twilio’s fee is $44.50 of $62.46, about 71%. None of that buys an inbox.
Developer API or ready-made inbox: what’s the difference?
An API is a way for your software to send and receive messages. A ready-made inbox tool is the software. Twilio’s WhatsApp product is the first kind: its docs describe sending and receiving messages through the Twilio Programmable Messaging API and receiving incoming ones on a webhook URL you host.
So before the support team can answer a single customer, someone writes and maintains:
- a screen that shows conversations, with assignment so two people don’t answer the same chat;
- template handling, including what happens when Meta rejects or recategorises one;
- opt-out handling and the 24-hour window logic that decides when a free-form reply is allowed;
- campaign sending with pacing, retries and delivery reporting;
- hosting, monitoring and someone on call when the webhook stops.
Twilio sells other products that cover some of this, such as Flex and the Conversations API. They’re priced on separate pages and we haven’t compared them here.
For Anirudh, that list is a quarter’s work alongside the booking app he already maintains. For a firm with a four-person engineering team it may be two sprints, and worth it.
When is a no-code tool cheaper?
A flat-fee tool is cheaper once Twilio’s per-message fee on your volume passes the tool’s monthly price, and sooner if you count developer time. The sum is: plan price in rupees, divided by the exchange rate, divided by 0.005.
Take ₹90 to the dollar as a round working figure (check today’s rate). A ₹2,499 plan is then about $27.77, which is 5,553 messages at half a cent each. Below roughly 5,500 messages a month in both directions, Twilio’s fees are lower than that plan. Above it, the fee alone costs more, and the gap grows with every message. Anirudh’s 8,900 messages come to $44.50, about ₹4,005 at the same rate.
On Anirudh’s month, the Meta lines in rupees would be ₹345 for utility, ₹863.10 for marketing and ₹161 for service replies: ₹1,369.10 before GST, paid to Meta, plus the plan.
When Twilio is the better choice
Twilio is the better choice when WhatsApp has to live inside your own product and you have developers to keep it there. Four cases where we’d pick it over a tool like ours:
- Your app sends the messages. A lending app that fires an OTP, a disbursal notice and a repayment reminder from its own backend wants an API, and a team inbox is beside the point.
- You already run SMS or voice on Twilio. One account, one set of APIs and one invoice is worth something, and Conecxt has no SMS or email channel at all.
- Volume is low. At 1,500 messages a month Twilio’s fee is $7.50, and no subscription will match that.
- You want full control of logic, data storage and routing, and accept the maintenance that comes with it.
Other gaps on our side: Conecxt has no connectors to outside CRM systems, and Instagram isn’t available yet.
| Twilio WhatsApp API | Ready-made tool (Conecxt Basic) | |
|---|---|---|
| Fixed monthly fee | None listed | ₹2,499 |
| Provider’s fee per message | $0.005, inbound and outbound | None within the plan’s 10,000 messages a month |
| Meta’s charges | Passed through by Twilio, listed in US dollars | Billed by Meta to your own payment method at its rate card |
| Team inbox | You build it, or buy a separate product | Included, 5 team members |
| Who sets it up | A developer | Whoever runs operations |
| Other channels | SMS, voice and email as separate Twilio products | WhatsApp and web chat only |
Before you decide
Count last month’s messages in both directions. The WhatsApp Business app won’t give you a total, so sample three ordinary days and multiply. Then run the two sums above with your own numbers and today’s exchange rate.
If the answer is close, let the developer question settle it. Ask who maintains the inbox in eighteen months, when the person who built it has moved on. If there’s a name, Twilio is a sound choice. If there isn’t, send our twelve questions for any WhatsApp API provider to two or three ready-made tools, us included, and compare the replies.
Common questions

Twilio charges $0.005 per WhatsApp message, inbound or outbound, as listed on its pricing page on 7 October 2026. Meta's fee is passed through on top. For an Indian number that makes a utility template $0.0064 and a marketing template $0.0168 in total, in US dollars.
Does Twilio charge for incoming WhatsApp messages?
Yes. Twilio's pricing page says its $0.005 fee applies per message, inbound or outbound. Meta doesn't charge for messages your customers send you, so an incoming message costs $0.005 in total. A customer who sends three short messages has cost 1.5 US cents before you reply.
What is Twilio WhatsApp number pricing in India?
Twilio's WhatsApp pricing page lists no separate fee for a WhatsApp number. Its India pricing page lists one leased number type, international numbers starting at $1.15 a month, and no price for an Indian +91 number. Twilio's docs say you can register your own number if it can receive an SMS or a voice call.
Is Twilio or a no-code WhatsApp tool cheaper for a small Indian business?
It depends on volume and on who builds the inbox. Twilio lists no monthly fee but charges $0.005 on every message in both directions. At an illustrative ₹90 to the dollar, that fee alone passes a ₹2,499 monthly plan at roughly 5,500 messages, before any developer time is counted.
Does Twilio add a markup to Meta's WhatsApp fees?
Twilio's pricing page says it passes Meta's per-template fee through to customers and charges its own $0.005 per message separately. For India, Twilio's price file lists the same US dollar figures as Meta's rate card: $0.0118 for marketing and $0.0014 for utility, authentication and service messages.
