WhatsApp Business number banned or restricted: why it happens, how to appeal, how to avoid it

A ban on the WhatsApp Business app and a restriction on the WhatsApp Business Platform look alike from the shop floor: nothing sends. They are handled by different teams, appealed in different places and last for different lengths of time. Work out which one you have before you touch anything.

The short version

  • A WhatsApp Business app ban shows 'This phone number can't use WhatsApp'. You appeal with Request review inside the app. If that option is missing, WhatsApp says the ban is final.
  • On the WhatsApp Business Platform, Meta restricts in steps: a warning, a 1 or 3 day block on templates, a 5, 7 or 30 day block on all messages, then an account lock that only an appeal removes.
  • Platform appeals go through Business Support Home in Meta Business Suite and typically take 24 to 48 hours. Meta says not all spam violations can be appealed.
  • A template with a low quality rating is paused for 3 hours, then 6 hours, then disabled. That pauses one template. It is not a ban on the number.
  • Errors 131049, 131050 and 131047, a rejected template and a reached messaging limit are not bans, and appealing them wastes a day.

Yamini Thakur runs a home-furnishing store in Jodhpur with nine staff and one WhatsApp number, the one painted on the shop shutter. On a Monday in the wedding season the WhatsApp Business app opened to a single line: “This phone number can’t use WhatsApp”. By noon her nephew had found four websites offering to fix a WhatsApp Business account banned “in 2 hours” for a fee.

None of those sites can do it. What works depends on which of two situations you are in. This piece is for the day after it happens. If you are still deciding how to send in bulk safely, read our guide to bulk messages without a ban instead.

Which case are you in: the app or the Platform?

If you type messages in the WhatsApp Business app on a phone, you are in the first case. If your team works in a provider’s inbox or dashboard and Meta bills you per message, you are on the WhatsApp Business Platform (the API), and the second case applies. Everything below was read on Meta’s and WhatsApp’s own pages on 9 October 2026.

WhatsApp’s help centre is plain about the split: WhatsApp Support does not handle bans and restrictions on the Platform, and points those businesses to the Meta Business Help Centre.

What to check first

Before you appeal, spend ten minutes on these. They decide what you write and where.

  1. Copy the exact wording of the notice. “Can’t use WhatsApp”, “temporarily banned” and “restricted right now” are three different states.
  2. Uninstall any bulk sender, browser extension or modified WhatsApp on every device that touched the number. An appeal while the tool is still running is an appeal you will lose twice.
  3. On the Platform, find out who your Business Manager admins are. Violation emails go to them, and Meta’s help centre says only an admin on the account can request a review.
  4. Ask what went out in the last week: which list, which message, and who pressed send.
  5. Don’t pay anyone. WhatsApp’s page says third-party services “can’t ban your WhatsApp Business account or remove your account ban”.

If the WhatsApp Business app says your number can’t use WhatsApp

This is a ban by WhatsApp on the number itself, and the only route back is the review button on the notice. WhatsApp says it bans accounts when it believes the activity violates its Terms of Service, “for example if it involves spam, scams or if it puts WhatsApp users’ safety at risk”.

Why the app bans numbers

The help centre’s page on responsible use lists the practices that “may cause your account to be banned”. The ones that catch businesses:

  • Bulk or automated messaging. WhatsApp says it uses “machine learning technology and reports from users to detect and ban accounts that send unwanted automated messages”.
  • Unofficial or modified apps. GB WhatsApp and FM WhatsApp are named as examples, and an account using them “might also be temporarily or permanently banned”.
  • Contact lists that aren’t yours, such as a bought database.
  • Heavy use of broadcast lists. WhatsApp writes that frequent broadcasts may lead people to report you, “and we ban accounts that are reported multiple times”.
  • Messaging people who asked you to stop.

A less obvious cause: a recycled SIM. WhatsApp has a page for numbers whose previous owner got them banned, and the fix is the same Request review button.

How to request a review

Tap Request review in the app and explain, briefly and truthfully, what the number is used for. Then wait. The notice says most reviews are completed within 24 hours, and you check the result by opening the app. WhatsApp reviews one phone number per appeal.

Three things the help centre states that people tend to learn the hard way. If you don’t see an option to request a review, “the ban is final and can’t be appealed”. Contacting WhatsApp outside the review process, or through someone else’s account, “won’t expedite the review process or impact the decision”. And while the number is banned you can’t reach your chat history or backups.

If the review goes your way, the app shows “This account can now use WhatsApp” and you verify the number again. A banned account also loses its Meta Verified subscription, and WhatsApp says it can reinstate a ban if the same activity continues.

WhatsApp’s help centre also lists a Grievance Officer in India who takes complaints, including questions about an account, through a contact form. Nothing on that page says it reopens a final ban.

”Restricted” and “temporarily banned” are lighter states

“Your account is restricted right now” needs no appeal: WhatsApp says the restriction ends on its own once the allocated time passes. Until then you can chat with existing contacts but can’t start chats with new ones, create groups or use linked devices. That last one stops a shop whose staff all work on WhatsApp Web.

“Temporarily banned” usually means an unofficial app or scraping. Switch to the official app, or WhatsApp says the ban may become permanent.

If you use paid marketing messages or business broadcasts in the app, there is a separate penalty. After a warning, continued reports and blocks get marketing messages “suspended on the business account for three days”, restored automatically, with longer suspensions for repeats.

If Meta has restricted your number on the Platform

On the Platform, enforcement comes in written steps with set durations, and most of them end on their own. Start by reading the notice in Business Support Home, because a paused template, a category penalty and an account lock need different responses.

A paused template

Each template has a quality rating: high (green), medium (yellow) or low (red). When a template reaches low, Meta pauses it for 3 hours the first time and 6 hours the second, and disables it the third time. Sends on a paused template are rejected, aren’t charged and don’t count against your messaging limit. It unpauses on its own.

Meta says pausing “will initially not impact the business phone number”, but repeated low-quality templates may eventually affect it. Don’t clone the paused template under a new name. Fix the audience or the wording.

The phone number’s quality rating

Your number has its own green, yellow or red rating in WhatsApp Manager under Account tools, then Phone numbers. Meta bases it on how people received your messages over the past seven days, weighted by recency, using blocks, reports, mutes, archives and the reasons people pick when they block you: no longer needed, didn’t sign up, spam, offensive messages, or no reason. Hover over a yellow or red rating to see those reasons where available. “Didn’t sign up” is an opt-in problem. “No longer needed” is a frequency problem.

The old Flagged and Restricted number statuses were discontinued on 7 October 2025, and a poor rating no longer lowers your messaging limit, as our messaging limits guide explains. It still stops the limit from rising.

Messaging restrictions of set durations

For repeated violations, which Meta describes as “sending spam, template misclassifications, or high-risk policy categories”, the steps are:

StepWhat is blockedHow it ends
WarningNothingNames the policy you broke
1 or 3 daysMarketing, utility and authentication templates; adding phone numbersEnds when the period does
5, 7 or 30 daysAll messages; adding phone numbersEnds when the period does
Account lockAll messages, indefinitely”Can only be removed via an appeal”
DisabledThe account, permanentlyMeta’s last step after repeated warnings and blocks

Two exceptions to the ladder. Meta says it will “immediately offboard” accounts where there is evidence of severe harm, such as scams. And it may limit or offboard a business that “receives excessive negative feedback from users”, with no number given for “excessive”.

Not every violation is about spam. Meta’s list also covers what you sell: alcohol, tobacco, gambling, prescription drugs, digital subscriptions, and business models such as multilevel marketing and debt collection.

Category misuse, up to the whole business portfolio

Submitting promotions as utility templates has its own ladder on Meta’s categorisation page. After a warning, utility volume on the account is capped for a minimum of 7 days. Next, every approved utility template on the account is recategorised to marketing for 7 days, or 30 for repeat violations. If the misuse runs across several accounts, the same happens across the whole business portfolio for 30 days. Sends blocked for this reason fail with error 131064. Our categories guide covers where the line sits.

How to appeal

Appeals go through Business Support Home, not through WhatsApp Support and not through the app.

  1. Open Meta Business Suite, click All tools, then Business Support Home.
  2. Select the WhatsApp Business Account and choose the violation.
  3. Click Request Review, enter supporting details and submit.
  4. The request moves to the In Review tab.

Meta says the decision “typically takes 24 to 48 hours” and the violation ends up either Unchanged or Reversed. If it is reversed, the account returns to its previous status. Meta also warns that not all spam violations can be appealed, and that businesses may have to wait until the restriction period ends.

Our view: appeal when you can show the messages were expected, with the opt-in record and the wording people agreed to. If a bought list got a festive offer, wait out the block and fix the list.

What is not a ban

Most “my WhatsApp number is blocked by Meta” searches turn out to be one of these. None needs an appeal.

  • Error 131049. WhatsApp held back a marketing template because that person reached their limit across all businesses. See our 131049 guide.
  • Error 131050. The person chose to stop marketing messages from you.
  • Error 131047. More than 24 hours have passed since the customer last wrote. Send a template.
  • Error 131042. A problem with the payment method on your Meta account.
  • A reached messaging limit. New portfolios start at 250 people a day.
  • A rejected template. That is a review outcome, covered in our rejection fixes.
  • “Account locked due to inactivity” in the app. Re-register the number.

Error 368 is the real thing: Meta’s table describes it as an account “restricted or disabled for violating a platform policy”. Error 131031 can mean the same, or just a wrong two-step PIN.

How to avoid the next one

  • Send only to people with an opt-in record you could show a reviewer. Our opt-in guide has the wording.
  • Read the block reasons every week, and treat a yellow rating as the warning.
  • Keep offers out of utility templates. One penalty reprices every order update you send.
  • Put a stop button on every marketing template and act on it the same day.
  • Never automate retries of failed marketing sends.
  • Keep at least two Business Manager admins with working email addresses, so a violation notice reaches someone.
  • Don’t run the number through any tool that drives the phone app or WhatsApp Web.

The marketing guide for Indian businesses has the sending habits behind this list, and the glossary defines the terms.

One warning for app users planning to move to the API after a ban: Meta’s phone-number rules say a number banned on WhatsApp “must be unbanned via the appeal process first” before it can be registered on the Platform. Get the review done on the app, then move.

Common questions

Why was my WhatsApp Business account banned?

WhatsApp bans accounts when it believes the activity breaks its Terms of Service, for example spam, scams or a risk to users' safety. Its help centre lists the usual causes: bulk or automated messaging, unofficial or modified apps, contact lists that aren't yours, and broadcasts that people report several times.

How do I appeal a WhatsApp Business app ban?

Open the WhatsApp Business app and tap Request review on the ban notice. The notice itself says most reviews are completed within 24 hours. If there is no option to request a review, WhatsApp says the ban is final and can't be appealed. Third-party services can't remove a ban.

How long does a WhatsApp Business Platform restriction last?

Meta's enforcement page lists set durations: a 1 or 3 day block on sending template messages, then a 5, 7 or 30 day block on sending any messages. After that comes an account lock, which is indefinite and can only be removed through an appeal, and finally permanent disabling.

What is the WhatsApp quality rating?

It is a green, yellow or red rating, meaning high, medium or low quality, based on how people received your messages over the past seven days. Blocks, reports and the reasons people give when they block you feed into it. Phone numbers and templates each have one, shown in WhatsApp Manager.

How do I appeal when my WhatsApp number is blocked by Meta on the API?

Go to Business Support Home in Meta Business Suite, select the WhatsApp Business Account, choose the violation and click Request Review, then add supporting details and submit. Meta says a decision typically takes 24 to 48 hours, and the violation is either left unchanged or reversed.
