WhatsApp Business API phone number: new SIM, existing number, landline or provider number?
Meta's rules for a WhatsApp Business API phone number fit on one screen. The decision doesn't, because each choice loses something different: the chats on the phone, the number everyone has saved, or control of the number itself. Here are the four options an Indian business actually has, what Meta says about each, and the two-step PIN that sits under all of them.
The short version
- A number qualifies if you own it, it has a country and area code, it can receive a voice call or a text message, and it isn't already on WhatsApp. A banned number has to be unbanned through the appeal process first.
- Four choices: a new SIM, your existing Business app number (delete the app account and lose the chats, or coexistence through a provider), a landline that can take a voice call with IVR off, or a pre-verified number from the provider.
- The two-step verification PIN is six digits, set at registration, and needed to delete the number and, on older accounts, to register it again. Meta is phasing the PIN out on its new account model from 23 September 2026.
- Deleting a number is only possible in WhatsApp Manager, by a portfolio admin, and not within 30 days of a paid message. Deregistering is a different step that keeps the history.
- Meta charges the same per delivered message on every number. From 1 October 2026 service replies cost money after 1,000 per business phone number per month, so each number has its own free allowance.
Jaspreet Bajwa runs a hosiery wholesale business in Ludhiana with eleven staff. The invoices, the trade directory and the shutter all carry the office landline. Orders arrive on his own SIM, in the WhatsApp Business app, where about 3,000 retailers have the number saved. When he decided to move to the WhatsApp Business API, the provider’s demo covered templates, the inbox and the price per message. Nobody asked which WhatsApp Business API phone number he was going to use. (Jaspreet and his business are invented. Meta’s rules below are quoted from its pages, read on 15 October 2026.)
It is the first decision, and the one with a point of no return.
Which numbers qualify for the WhatsApp Business API?
Meta’s business phone numbers page lists four conditions. The number must be owned by you, have a country and area code (short codes are not supported), be able to receive a voice call or a text message, and have what the page calls “scaled capabilities”, which links to Meta’s help page on scaling an account and is about messaging limits rather than the number itself.
Two more rules on the same page decide most Indian cases. A number “already in use with WhatsApp” can’t be registered unless its WhatsApp account is deleted first. And a number banned on WhatsApp “must be unbanned via the appeal process first”, which our banned-number guide walks through. Once registered, the number still works for ordinary calls and texts, but it can no longer be used with the consumer WhatsApp app.
Meta also rates number types by how well its verification code gets through. The verification arrives as a text message or a voice call from WhatsApp’s own numbers abroad, which is why every row of the table tells you to make sure the line accepts international calls and texts.
| Number type | Code by text message | Code by voice call | What Meta says to check |
|---|---|---|---|
| Mobile (Meta’s recommendation) | Standard | Standard | International texts and calls enabled, device on the network |
| Fixed line (landline) | Not recommended | Standard | Line ready for incoming calls; call forwarding and IVR off |
| Toll-free | Not recommended | Standard | Provider accepts international calls; IVR off |
| VoIP | Not recommended | Standard | VoIP provider supports international calls; service running |
| Personal number (not tied to a device) | Not recommended | Not recommended | Provider accepts international texts and calls |
When you first go through Meta’s own developer setup, it registers a test number for you. That number can’t be migrated and can’t get an Official Business Account badge. It is for trying the API, not for customers.
A new business portfolio can register two numbers. Meta raises the cap to 20 once the business is verified or the messaging limit reaches 2,000. (Business portfolio, messaging limit and the other terms here are defined in our glossary.)
The four choices for an Indian SMB
| Choice | What you keep | What you give up or risk | Who it suits |
|---|---|---|---|
| A new SIM | Everything on the old number, untouched | Nobody has the new number saved; months of “save our new number” | New businesses, or ones whose customers arrive fresh each month |
| Your existing Business app number | The number every customer has saved | Either the chat history on the phone (if you delete the app account) or some app features (if you use coexistence) | Repeat-service businesses: clinics, coaching, wholesale |
| A landline | A number already on invoices and the signboard | The registration call must reach a person; IVR and forwarding off for the duration | Shops and offices whose landline is the known number |
| A number from the provider | Nothing to buy, no code to chase | Ask who holds the telecom contract and what happens when you leave | Businesses that want to start today and have no number to spare |
A new SIM
The simplest route, and the one Meta’s table recommends: a mobile number. After registration the SIM has one job, which is to receive a verification code if the number is ever verified again. The Cloud API runs on Meta’s servers, not on the phone, so the SIM can sit in the office drawer.
Keep it recharged and in the business’s name: “owned by you” is Meta’s first condition. The cost of this route is the one Jaspreet saw at once: 3,000 retailers have the old number, and a new one takes a season to spread. Our 14-day move plan is built around that problem.
Your existing Business app number
Meta’s migration page, updated 16 June 2026, gives exactly two routes.
The first is to delete the app account. In the Business app go to Settings, then Account, then Delete my account; Meta says messages sent to the number “will be queued in the meantime” and that it “may take up to 3 minutes for the disconnected number to become available”. The page is blunt about the cost: “your existing messaging history will be lost, and you will be unable to use that number with the WhatsApp Business app again, unless you deregister the number from Cloud API.” Back up the chats first; Meta links the Android and iPhone guides for it.
The second is coexistence, which Meta describes as onboarding “using a partner who supports business app number onboarding”, so that “you will be able to use both the WhatsApp Business app and the partner’s app concurrently, and your messaging history will be preserved”. The conditions, from Meta’s onboarding page: app version 2.24.17 or later; up to six months of chats and your contacts synced, which the provider must do within 24 hours of onboarding; app messages stay free while API messages are priced as API messages, and app messages don’t open or extend the 24-hour window. After connecting, broadcast lists become read-only, disappearing messages, view-once and live location are turned off in one-to-one chats, group chats aren’t synced, throughput is fixed at 20 messages a second, and linked devices have to be linked again. Since 19 August 2026 Meta has also offered, in beta, onboarding with the WhatsApp Business app login instead of a Facebook account.
Whether you can take the second route depends entirely on the provider. Our coexistence guide has the five questions to ask. In Conecxt, coexistence onboarding is built and in testing, and not listed as available yet.
A landline
A fixed line works, and for a shop whose landline is printed on every bill it is often the right answer. Meta’s table says the code comes by voice call, with a text message “not recommended”, and tells you to “ensure line is ready for incoming calls and disable call forwarding or IVR features”. In practice: switch the IVR and any forwarding off, have someone sit by the phone, and type in the six digits they hear.
Toll-free numbers are a harder case. Meta says “a WhatsApp registration call cannot navigate an IVR”, so you allow-list the one or two numbers the call will come from (Meta shares them, or you raise a Direct Support ticket with the number you’re registering) and route the call to an employee or a mailbox. Lines that can’t receive the registration call at all “are not supported”.
After registration the landline keeps ringing as before. Customers who want to call you on WhatsApp use the WhatsApp Calling button, which rings in the browser, as our WhatsApp Calling guide explains.
A number from the provider
Meta lets a Solution Partner hold a pool of numbers it has already verified. You pick one inside the provider’s Embedded Signup flow and skip the code entirely. Meta’s pre-verified numbers page adds the clock: once you claim one, the provider has 90 days to register it, and an unclaimed number reverts to unverified after 90 days.
What the page doesn’t settle is ownership of the number as a telecom asset, and Meta’s own first condition is that the number is owned by you. Before you accept one, ask in writing who holds the contract with the telecom provider, whether the number sits in your business portfolio or theirs, and what happens to it if you leave. Our provider questions cover ownership in detail.
Registration and the two-step verification PIN
Registration is an API call. Meta’s page is explicit: “you cannot register a number through WhatsApp Manager (WAM) or the App Dashboard.” The sequence is to add the number to your WhatsApp Business account in WhatsApp Manager, verify ownership with the code, and then register it through the API with a six-digit PIN. Your provider makes that call for you.
Two limits apply. Registration requests are capped at 10 per number in a moving 72 hours; the eleventh returns error 133016 and blocks the number for another 72 hours. And the PIN, once set, is required to change the PIN and to delete the number. On older accounts it is also required to register the number again after a display name change, as our display name guide explains, which is why providers ask you to keep it.
If you lose it, the route is WhatsApp Manager, Account tools, Phone numbers, the number’s Two-step verification tab, Change PIN. Meta’s phone numbers page says that screen asks for the current PIN, and adds that “if you don’t have your PIN, you can change your PIN using the API”, which a provider can do without the old one. Two-step verification can’t be turned off through the API; turning it off in WhatsApp Manager sends a link to the portfolio’s email address.
On Meta’s older account model, moving a number to a different provider required two-step verification to be disabled first, so whoever controlled that switch controlled the move.
Meta’s account model page, updated 22 September 2026, says it is “deprecating the 6-digit two-factor authentication (2FA) PIN for eligible Cloud API phone numbers”, with eligibility rolling out gradually from 23 September 2026. If the Two-step verification tab has disappeared from WhatsApp Manager, “there is no PIN to create, reset, or disable”. Providers keep sending a PIN value in the registration call for now; ownership verification by code stays. One loose end: the Official Business Account page, updated 19 September 2026, still lists “two-step verification enabled” as a condition for the blue badge. Meta hasn’t yet said how that reads once the PIN is gone.
Deregistering, deleting and moving a number
Deregistering is the API call that makes a number “unusable with Cloud API” and switches off local storage if it was on. It doesn’t delete the number or its history, and you can register it again later. It can’t be used on a number running in coexistence with the Business app.
Deleting is only possible in WhatsApp Manager, under Account tools and Phone numbers, and only by a business portfolio admin. A connected number asks for its PIN. A number that sent paid messages in the last 30 days can’t be deleted; WhatsApp Manager shows the date of the last paid message and lets you delete 30 days after it. Deleting the number also deletes its business profile.
Moving a number between providers has its own guide. The short version: on accounts not yet moved to the new model it is a migration that needs the PIN switched off; on the new model the number stays put and you share the WhatsApp account with the new provider.
What each choice costs
Meta’s charges don’t depend on the number type. On the India rate card effective 1 October 2026, as listed on 15 October 2026, a marketing template is ₹0.8631 per delivered message and a utility or authentication template is ₹0.1150, before GST, whichever number sends them. Service replies inside the 24-hour window are ₹0.1150 each after the first 1,000 per business phone number per month. That allowance is per number, so a second registered number brings its own 1,000. Two numbers also mean two contacts in the customer’s chat list, and the messaging limit is shared across every number in the portfolio, so the extra allowance rarely justifies splitting a small team.
What differs is the line itself: a SIM recharge, a landline rental you already pay, or whatever the provider charges for a number from its pool, a figure Meta doesn’t publish.
Jaspreet’s answer was the landline. A new SIM would have cost him 3,000 saved contacts, deleting the app would have cost four years of order history on the phone, and his provider could not yet offer coexistence. He registered the office number that every retailer already had on their invoices, kept the Business app running on his SIM for the six weeks it took the trade to move across, and put the landline on the next price list. A number decision is mostly a decision about what you can afford to lose.
Common questions
Can I use my existing WhatsApp number for the WhatsApp Business API?
Yes, in one of two ways. Meta says a number already on WhatsApp can't be registered for the Cloud API until that WhatsApp account is deleted, which loses the chat history. The alternative is coexistence: a provider that supports it connects the Business app number with up to six months of chats synced, and the app keeps working.
Can I use a landline for the WhatsApp Business API?
Yes. Meta's number-type table lists fixed lines with voice-call verification as standard and a text message as not recommended. The registration call has to reach a person or a mailbox, so call forwarding and any IVR menu must be switched off while you register. Toll-free numbers behind an IVR need Meta's registration numbers allow-listed first.
What is the WhatsApp two-step verification PIN on the API?
A six-digit PIN set when a business phone number is registered. Meta's pages say it is required to change the PIN and to delete the number, and on older accounts to register the number again after a display name change. Meta began phasing the PIN out for eligible numbers on its new account model from 23 September 2026.
Can I use a virtual number for the WhatsApp Business API?
Meta's number-type table lists VoIP numbers with voice verification as standard and a text message as not recommended, and says to confirm the VoIP provider accepts international calls. Some WhatsApp providers offer pre-verified numbers that skip the one-time password. Meta's first eligibility rule is that the number is owned by you, so ask who holds the contract.
How do I delete a phone number from the WhatsApp Business API?
Only in WhatsApp Manager, under Account tools and Phone numbers, by a portfolio admin. A connected number asks for its two-step PIN, and a number that sent paid messages in the last 30 days can't be deleted until 30 days after the last one. Deregistering is different: it stops Cloud API use but keeps the number and its history.
