Travel enquiries on WhatsApp: quotes, itineraries and the handover to an agent
A family asking about six nights in Kerala sends the same message to four agencies. The one that asks the right three questions first, and sends a quote while the family is still talking, usually gets the booking.
The short version
- Ask for dates, number of travellers and a budget band in the first reply, with buttons. A quote built without them gets ignored.
- Leads from click-to-WhatsApp ads open a free window of up to 7 days once you reply in time. Send the quote and one follow-up inside it.
- Booking confirmations, payment reminders and pre-trip checklists are usually utility templates at ₹0.115 in India. Quote follow-ups and next-trip offers are marketing at ₹0.8631.
- An AI agent can answer from itinerary pages on your website. Hand anything about price, availability or changes to a person, with a summary.
Rukhsar Ansari runs Chinar Trails, a seven-person travel agency in Lucknow that sells family holidays: Kashmir, Kerala, Goa, and a growing number of Dubai and Bali packages. Almost every enquiry now arrives on WhatsApp. On a busy Sunday evening the shop phone gets forty of them, most of which say some version of “Kerala package price?”
The agency that wins those isn’t always the cheapest. It’s the one that replies first with a useful question, sends a quote the family can compare, and doesn’t lose the thread when the person who wrote the quote goes on leave.
Step 1: Get the three facts before you quote
A quote for “Kerala” without dates, a headcount and a budget is a guess, and families can tell. The first reply should collect those three things with taps, not with a form.
- Deepa Pillai: hi kerala package price for family? 8:12 pm
- Chinar Trails: Hi Deepa, happy to help. When are you planning to travel? 8:12 pm
- Next 30 days
- In 1 to 3 months
- Just exploring
- Deepa Pillai: In 1 to 3 months 8:13 pm
- Chinar Trails: How many of you are travelling, and roughly how many nights? 8:13 pm
- Deepa Pillai: 2 adults 2 kids, 6 nights. Munnar and houseboat must 8:15 pm
- Tagged: Kerala · family of 4 · 6 nights · assigned to Rukhsar
“Just exploring” is a real answer, not a lost lead. Those families get a sample itinerary and a promise to quote when they have dates. Don’t spend an hour pricing hotels for them.
Step 2: Use the ad window if the lead came from an ad
If you run click-to-WhatsApp ads before a holiday season, the leads they bring come with a bonus. When someone messages you from one of those ads on their phone and you reply within 24 hours, Meta opens a free entry point window. Since 28 September 2026 Meta says it may stay open for up to 7 days from your reply, and any message you send inside it is free, templates included.
For a travel agency that’s most of the quote cycle: the quote, a revised quote, one follow-up and the booking confirmation can all fit. Two catches. The window only opens if your first reply goes out within the 24-hour customer service window, and “up to” means you shouldn’t plan day six as a certainty. Our guide to the free window covers both, and why you still need templates once the 24-hour window closes. The glossary has one-line definitions of both windows.
Outside an ad window, every reply your team types is a service message. Since 1 October 2026 each number gets 1,000 free a month, then ₹0.115 each in India, before GST. A long back-and-forth over hotel options adds up, so send one clear quote rather than six partial ones.
Step 3: Send a quote people can compare
Send the quote as a single PDF or image with the total, what’s included, what isn’t, and how long the price holds. Then write two lines in the chat summarising it, because half your customers will read the chat on a lock screen and never open the file.
Be straight about validity. Flight fares and hotel rates move, and “price valid till Friday” is only honest if you can actually hold it till Friday. If you can’t, say “fares checked today, we’ll reconfirm when you book”.
Inside the 24-hour window none of this needs a template. After it, it does.
Step 4: Follow up once, with a template
If the family goes quiet, you’ll need an approved template to reach them after 24 hours. Here’s where the category matters. To an Indian number, utility costs ₹0.115 per delivered message and marketing ₹0.8631, before GST, on Meta’s rate card effective 1 July 2026, unchanged on 1 October.
The categories below are our reading of Meta’s rules. Meta decides the final category, and if it reads a template as marketing, it approves it as marketing.
A quote the customer asked for, sent with no sales pressure, is specific to their request:
Hi {{1}}, your quote for {{2}} ({{3}} travellers, {{4}}) is ready. Tap below to see it, or reply here with any changes.
We expect utility, though it’s borderline. The follow-up that tries to close the sale is marketing, however politely you phrase it:
Hi {{1}}, just checking whether you had a chance to look at your {{2}} quote. Rates for your dates were last checked on {{3}}, so tell us if you'd like us to recheck and hold them.
Meta’s own marketing examples include “Looking for a getaway this fall?” and a cabin upgrade offer, so expect anything that nudges towards booking to be billed at ₹0.8631. Send one follow-up. If there’s no reply after that, tag the contact “quoted, no reply” and leave them alone until next season, if they opted in to hear from you.
Step 5: Let an AI agent answer the routine questions
Most of the questions on a family package are already answered somewhere: what’s included at the houseboat, whether the Munnar hotel has a lift, what time the Gulmarg gondola starts, whether kids under five pay. Those answers usually live on your website’s itinerary pages.
An AI agent on the WhatsApp Business Platform can answer from those pages. Two things make it work.
Put itineraries on web pages, not only in PDFs. The agent reads your website and text, Markdown or HTML documents. If your day-by-day plans exist only as PDF brochures, publish them as pages first. That’s worth doing anyway, for search.
Decide what the agent must never answer. Price, availability and any change to a confirmed booking should go to a person. An agent that tells a family the Diwali houseboat is available, when it isn’t, does more damage than no agent at all.
Step 6: Hand over to a person, with the context
The handover is where agencies lose customers. A family has explained the kids’ ages, the must-see list and the budget to the AI agent or to one staff member. Then someone else picks up the chat and asks “how can I help you?”
Whoever takes over should see the whole thread and a short summary before they type. The summary only needs four lines: destination, dates, group and the open question. Then the person replies to the open question, not with a greeting.
Some customers would rather talk, especially parents comparing two quotes. Calls a customer makes to your WhatsApp number are free to you. Calling them back is different. WhatsApp requires the customer’s permission before a business calls, so ask in the chat (“Shall Rukhsar call you at 6 to go through both options?”). Our WhatsApp Calling guide has the permission limits and how Meta bills outbound calls.
Step 7: Pre-trip messages that stop the 5 am phone calls
Once the trip is booked, messages become about something the customer bought. Those are usually utility. Each one below is specific to the booking and sells nothing.
Booking confirmed:
Hi {{1}}, your {{2}} trip is confirmed for {{3}} to {{4}}. Your booking reference is {{5}}, and {{6}} is your contact for the trip.
Balance due:
Hi {{1}}, a reminder that the balance of ₹{{2}} for booking {{3}} is due by {{4}}. Tap below for payment details.
Checklist, a week before:
Hi {{1}}, your trip to {{2}} starts on {{3}}. Please keep these ready: {{4}}. Reply here if anything has changed.
Pickup details, the day before:
Hi {{1}}, your driver {{2}} will meet you at {{3}} at {{4}} tomorrow. Vehicle number {{5}}. Have a good trip.
Keep offers out of all four. A line about “add a Bali extension at 10% off” turns an 11.5 paise checklist into an 86 paise marketing message. Meta’s rules call that mixed content, and mixed content is billed as marketing.
Step 8: The trip after this one
When the family is back, send one feedback request that names the trip (Meta accepts specific feedback requests as utility, not generic ones). Then wait. The next offer is marketing, and it should go only to people who agreed to hear about offers from Chinar Trails by name, which is what Meta’s opt-in rules ask for.
What a month costs
An example, with made-up but plausible numbers for Rukhsar’s agency, on one WhatsApp number:
- 200 enquiries from her website and walk-ins, about 12 replies each: 2,400 replies, less the 1,000 free, is 1,400 × ₹0.115 = ₹161.
- 150 quote follow-ups as marketing templates: 150 × ₹0.8631 = about ₹129.
- 60 bookings, each getting the four pre-trip templates: 240 × ₹0.115 = about ₹28.
That’s about ₹318 a month before GST. We left out her 300 ad leads: messages inside their free windows cost nothing, and Meta hasn’t said whether replies in a free window count towards the 1,000.
Before your next peak season, look at last year’s enquiries by month and work out when they started climbing. Set up the templates, the itinerary pages and the handover rule a month before that, while the team still has time to test them.
Common questions
How should a travel agency reply to a WhatsApp enquiry?
Ask for three facts before quoting: travel dates, number of travellers and a budget band, using reply buttons instead of a form. A quote built without them is a guess and gets ignored. Families who are 'just exploring' get a sample itinerary and a promise to quote once they have dates.
What do WhatsApp messages cost a travel agency in India?
Booking confirmations, payment reminders and pre-trip checklists are usually utility templates at ₹0.115 per delivered message, and quote follow-ups and next-trip offers are marketing at ₹0.8631, before GST. Typed replies are charged at ₹0.115 each after 1,000 per number a month since 1 October 2026.
Are messages to click-to-WhatsApp ad leads free?
When someone messages you from a click-to-WhatsApp ad on their phone and you reply within 24 hours, Meta opens a free entry point window. Since 28 September 2026 Meta says it may stay open for up to 7 days from your reply, and messages inside it, templates included, are free.
Can an AI agent answer travel questions on WhatsApp?
Yes, for routine questions already answered on your itinerary pages, such as what a houseboat stay includes. Publish itineraries as web pages, not only PDFs, and send anything about price, availability or changes to a confirmed booking to a person, with a short summary.
