WhatsApp feedback forms and surveys: Meta's category rule, one-tap ratings, NPS and cost

A feedback request about a named visit costs 11.5 paise in India. A generic 'rate us' costs 86 paise and needs marketing opt-in. The wording decides which one you are sending, and the follow-up decides whether the survey was worth sending at all.

The short version

  • Meta's rule, on its categorization page updated 15 September 2026: feedback on a specific order or interaction can be utility, but 'a general/generic survey or request for feedback will not be approved as utility'. A survey with promotional content is marketing.
  • One question with two or three tap-to-answer buttons gets more answers than a form. Ask a follow-up only when the score is low, and hand that chat to a person.
  • A 0 to 10 NPS scale has 11 answers, one more than WhatsApp's 10 list rows or 10 template quick replies. Ask for a typed number, or use a three-point question.
  • Measure your own response rate as answers divided by delivered surveys, by send time. Meta publishes no survey benchmark.
  • 1,000 utility survey templates to Indian numbers cost ₹115 before GST; the same 1,000 as marketing cost about ₹863. Replies after the tap are service messages.

Madhavi Reddy runs operations at Sitara Appliance Care in Hyderabad: 14 technicians, about 1,100 AC, fridge and washing-machine visits a month, one WhatsApp number on every job card. She wants to know which visits went badly before the customer posts about it. The paper feedback slip technicians hand over comes back from perhaps one home in twenty, usually filled in by the technician. (Sitara and its staff are invented for this article.)

A WhatsApp feedback form can do this job well, and it can also turn into a marketing message that costs seven and a half times as much and annoys people. The difference is in a few words of the template. This piece covers Meta’s category rule as it reads today, how to build a one-tap rating, what to do with NPS, how to route complaints to a person, when to send, how to measure response rates honestly, and what 1,000 surveys cost. If template, category or service message are unfamiliar, the glossary defines them.

When is a WhatsApp survey a utility message?

When it is about one specific order, visit or conversation, and contains nothing promotional. Meta’s template categorization page, updated 15 September 2026 and read live on 18 October, lists “Feedback Surveys” as a utility objective: “Collect feedback on previous orders, transactions, or engagements with customers.” The next line is the rule: “Specificity of the order or interaction to which these relate is necessary. A general/generic survey or request for feedback will not be approved as utility.”

The same page lists “a feedback survey with promotional content” as an example of mixed content, which Meta classes as marketing. So a template can name the visit and still become marketing because of one line about an annual maintenance offer.

India rates on Meta’s card effective 1 October 2026 are ₹0.1150 per delivered utility template and ₹0.8631 per marketing one, before GST. Meta has the final word on the category, and since 15 September 2026 its page says even a template whose category was confirmed on review can be changed later if the messages it sends don’t match. Our category guide has the full rules.

One question, two or three buttons

Ask one thing and let people answer with a tap. Every extra question loses people, and on a phone a typed answer is work.

A template sent after the visit can carry quick-reply buttons. Meta’s template components page allows up to 10 quick replies on a template, each label up to 25 characters, and a tap “immediately message[s] you with the specified text string”. That tap is a customer message, so it opens the 24-hour customer service window and lets you reply in free text.

Hi {{1}}, our technician {{2}} visited you on {{3}} for your {{4}}. How did the visit go?
[Button: Good]
[Button: Okay]
[Button: Not good]

Three buttons is the right number for most service businesses. Five stars sounds richer, but the middle scores blur together and nobody acts on a 3 versus a 4. What Madhavi needs is the “Not good” list each morning.

Inside the window, for example straight after a support chat, the same question can go as an interactive message without a template. Meta’s reply buttons allow up to three buttons with labels of up to 20 characters. Our guide to buttons and list messages covers the limits and what each tap sends back.

NPS on WhatsApp doesn’t fit in buttons

Net Promoter Score uses a 0 to 10 scale. Bain’s Net Promoter System page defines promoters as 9 to 10, passives as 7 or 8 and detractors as 0 to 6, and the score is the percentage of promoters minus the percentage of detractors.

That is 11 possible answers. A list message supports “up to 10 rows for all sections combined”, and a template supports 10 quick replies. Neither holds the full scale. You have two honest options:

  1. Ask for a typed number. The template says “Reply with a number from 0 to 10”, and you read the number out of the reply. People will type “10/10”, “9 good service” and “excellent”, so check the replies by hand for the first couple of weeks and decide how to count the odd ones.
  2. Use a three-point question instead, and call it what it is, not NPS.

Squeezing NPS into ten rows by dropping a number, or into two messages of buttons, changes the scale. The result can’t be compared with anyone else’s NPS. If NPS is a number your management reports on, use option 1. If the point is catching bad visits, option 2 is less work for everyone.

Ask a follow-up only when the score is low

A “Good” deserves a short thank-you and nothing more. Don’t follow a happy answer with three more questions. The follow-up belongs to the people who had a bad experience, and it should be one open question:

Sorry to hear that. What went wrong? A member of our service team will read your reply and get back to you today.

That message is a free-form reply inside the window, so it’s a service message, not a template. Keep the promise in it. Meta’s Business Messaging Policy says that if you automate replies inside the window you “must also have available prompt, clear, and direct escalation paths”, with “In-Chat Human Agent transfer” first on its list. A survey that collects a complaint and never answers it is worse than no survey.

Route every bad score to a named person

At Sitara, Irfan Shaikh leads the service desk. Every “Not good” lands in a view he checks at 10 am and 4 pm, and each one gets a person’s reply the same working day: a revisit slot, a refund on a part, or a call. He also notes the technician’s name against the chat, because the pattern across a month matters more than any single complaint.

Two rules make this work. The chat goes to one person, not to a team where everyone assumes someone else took it. And the reply comes from a person, by name. The shared inbox setup playbook covers assignment in detail.

When to send

Send while the visit is fresh but the customer has had time to judge it. For Sitara that means the evening of the visit, between 6 and 8 pm, not ten minutes after the technician leaves. An AC that cools for one hour and then trips isn’t a good visit.

Other timings we’d start with, then test:

  • Deliveries: the evening of delivery, or the next morning if delivery was late.
  • Support chats: the next day, not the same hour. Our template examples take the same view.
  • Clinic or salon visits: two to three hours after the appointment.

Skip the survey for anyone who already complained during the job. They’ve told you, and a “How did we do?” on top of an open complaint reads as a form letter. Send one survey per interaction, never a reminder to a survey nobody answered.

Measure your own response rate

We won’t quote an industry response rate, because Meta publishes none and the figures that circulate rarely say what was counted. Measure your own:

  • Response rate = surveys answered ÷ surveys delivered. Use delivered, not sent: an undelivered message was never a chance to answer.
  • Low-score share = “Not good” answers ÷ all answers.
  • Recovery = low-score chats that got a person’s reply the same working day ÷ all low-score chats.

Then change one thing at a time. Send half the week’s surveys at 6 pm and half at 11 am, or test two wordings, for four weeks. Our rule of thumb is to wait for a few hundred delivered surveys in each group before believing a difference. Ten answers either way is noise.

Flows: Meta’s form option

For more than one question, Meta offers WhatsApp Flows, forms that open inside the chat with radio buttons, checkboxes, text areas and photo uploads. A multi-screen survey after a big job, with a rating, a checklist of what went well and an optional photo, is the kind of thing Flows were built for. A Flow still travels on a template or an interactive message, so the category rules above apply to the message that carries it.

Conecxt doesn’t send Flows. If you need a longer form from Conecxt, a template with a link button to a web form does the job, at the cost of the customer leaving WhatsApp. WhatsApp Flows explained covers how they’re built and sent.

What 1,000 surveys cost

Meta’s charges for 1,000 delivered surveys to Indian numbers, before GST. The response figures are an assumption for the sum, not a benchmark.

ItemMessagesCharge
Survey template, utility1,0001,000 × ₹0.1150 = ₹115
Same survey, if Meta classes it marketing1,0001,000 × ₹0.8631 = ₹863
Thank-yous, if 250 people answer250 service₹0 inside the free 1,000, else about ₹29
Follow-up and person’s replies, if 30 answer “Not good” and each takes 5 messages150 service₹0 inside the free 1,000, else about ₹17

So a well-worded survey costs about ₹115 to ₹161 per 1,000 sent, and a badly worded one costs about ₹863 to ₹909. Service messages are free up to 1,000 per business phone number per month and ₹0.1150 each after that, since 1 October 2026. Most of the money in a survey programme isn’t Meta’s. It’s Irfan’s time on the low scores, and that’s the part worth spending.

Start with yesterday’s jobs

Take one day’s completed visits, write the three-button template with the visit date and technician in it, and submit it as utility. While it’s in review, decide who reads the “Not good” replies and by what time. If nobody can, don’t send the survey yet.

Common questions

Is a WhatsApp feedback survey a utility or marketing template?

It depends on the wording. Meta's categorization page says feedback on previous orders, transactions or engagements can be utility, but specificity is necessary and a general or generic survey will not be approved as utility. A survey with promotional content is marketing. Name the order, visit or chat, and leave offers out.

How do I send an NPS survey on WhatsApp?

Send an approved template asking the standard question and inviting a typed answer from 0 to 10. Buttons don't fit: a 0 to 10 scale has 11 answers, while a list message holds 10 rows and a template holds 10 quick replies. Parse the number from the reply, and ask why only when the score is low.

How much does a WhatsApp survey cost in India?

A survey sent as a utility template costs ₹0.1150 per delivered message to an Indian number, so ₹115 per 1,000 before GST. If Meta classes it as marketing, it costs ₹0.8631 each, about ₹863 per 1,000. Thank-yous and follow-up questions after the customer taps are service messages, charged after 1,000 per number a month.

What is a good response rate for a WhatsApp survey?

Meta doesn't publish one, and figures quoted elsewhere rarely say how they were measured. Work out your own: answers received divided by surveys delivered, not sent. Compare send times and wording over four weeks, with at least a few hundred delivered surveys in each group before drawing conclusions.
