WhatsApp for NGOs: donor receipts, appeals, volunteer reminders and a safe helpline
A trust in Kottayam with 5,000 donors, 150 volunteers and a helpline for elderly women uses one WhatsApp setup for all three. The receipts are cheap, the appeals are not, and the helpline needs rules no fundraising tool will write for you.
The short version
- A receipt or thank-you that names a specific donation fits Meta's utility description, at ₹0.1150 per delivered message in India. A fundraising appeal is marketing at ₹0.8631: Meta uses a donation appeal as its own marketing example.
- Send appeals and campaign updates only to donors who opted in to them, with your organisation's name in the opt-in. Meta sets no fixed frequency cap, but it limits marketing per person based on how they engage.
- Volunteer shift reminders for a shift someone signed up for read as utility. Meta's API groups hold 8 participants, so keep the volunteer community group in the app and send reminders one to one.
- A beneficiary helpline needs a person within reach of every automated reply, no requests for ID or account numbers, and a clear line to emergency services.
- Meta keeps service replies free beyond the 1,000 monthly allowance for eligible non-profits until 31 December 2027. Its pricing page lists no non-profit rate for templates.
Sister Grace Thomas runs Karunya Home Trust in Kottayam: a home for 40 elderly women, an after-school programme for about 60 children, nine paid staff and a lot of goodwill. About 5,000 people have given at least once, mostly ₹500 or ₹1,000 by UPI through the trust’s website. Around 150 volunteers cook, teach and drive. And the office phone, a basic handset, also takes calls and messages from women in the district who need help and have nowhere else to ask. (Karunya and everyone in it are invented for this guide.)
WhatsApp for an NGO is three jobs on one number: donor messages that keep money coming in, volunteer messages that keep shifts covered, and a helpline where the person writing may be frightened or unwell. Meta prices and polices each one differently. This playbook takes them in turn, with the wording, the category Meta is likely to assign and what a month costs for a trust of Karunya’s size. If template, category or service message are new terms, the glossary has them.
Which NGO messages are utility and which are marketing?
Receipts and shift reminders are usually utility; appeals and newsletters are marketing; replies on the helpline are service messages. Meta decides the final category from the wording, and its rule for utility has two parts: the message “must be non-promotional” and must be “specific to or requested by the user” or essential to them.
| Message | Likely category | Why | India rate per delivered message, before GST |
|---|---|---|---|
| Receipt for a specific donation | Utility | Confirms a transaction with its details | ₹0.1150 |
| Thank-you that also asks for another gift | Marketing | Mixed content counts as marketing | ₹0.8631 |
| Appeal for a campaign | Marketing | Meta’s own marketing example is a fundraising appeal | ₹0.8631 |
| Monthly update or impact story | Marketing | Awareness and relationship messages are marketing | ₹0.8631 |
| Reminder for a shift the volunteer signed up for | Utility | About a service the person requested | ₹0.1150 |
| Replies on the helpline, inside 24 hours | Service | Free-form replies to someone who wrote first | First 1,000 per number a month free, then ₹0.1150 |
Rates are from Meta’s India rate card effective 1 October 2026. Meta’s example in the marketing “Sales” row is worth quoting because it removes any doubt:
We are actively seeking {{donations}} to meet our fundraising goal of {{amount}}. Support our cause and contribute now!
Our guide to the three categories has the full rules.
Donor receipts and thank-yous
Send the receipt within minutes of the payment, while the donor still has the payment screen in mind. Meta’s utility examples for transactions talk about orders, not donations, but the description fits: confirm a transaction “using specific order or transaction details in the body of your message”, and don’t “promote, recommend, upsell”. Write it plainly and attach the receipt your organisation issues as a PDF. Template headers can carry a document.
Header: [document: receipt PDF]
Thank you, {{1}}. We have received your donation of ₹{{2}} on {{3}}, reference {{4}}. The receipt for this donation is attached. For any correction to the name or address on it, reply here.
Footer: Karunya Home Trust, Kottayam
That is utility in shape. The temptation is to add “Share our story with a friend” or “Make it monthly”. Either line turns the whole template into marketing, and Meta can switch an approved utility template to marketing with a day’s notice if its messages don’t match. Put the ask somewhere else.
A separate thank-you a few weeks later, telling the donor what their specific gift paid for, is a grey area. “Your ₹1,000 in September bought a month of physiotherapy sessions for the home” with no ask may pass as utility. The same message ending “Give again” will not. If you want the ask, send it as marketing and pay for it.
Appeals and campaign updates need their own opt-in
Meta’s opt-in rule is short: the person must have given you their number, and you must “clearly state that a person is opting in to receive communication from the business” and name the business. Meta’s policy page also suggests a separate opt-in by message category, so donors who want receipts aren’t surprised by appeals. On Karunya’s donation page, below the number field:
[ ] Send my receipt on WhatsApp.
[ ] Also send me Karunya Home Trust's monthly update and occasional appeals on WhatsApp. Reply STOP at any time.
Keep a record of when and where each person ticked the box. Our opt-in guide covers what to store and how India’s data protection rules affect it.
How often to send is a judgement call, and Meta gives no number. Its per-user limit page says WhatsApp “may limit the number of marketing template messages a WhatsApp user receives from any business” based on that person’s recent read rate and how full their inbox is. A capped message fails with error 131049, and Meta says to wait at least 24 hours before retrying. Our position for a trust like Karunya: one update a month, plus no more than two appeals in a campaign, and only to donors who ticked the second box. You’ll raise a little less from the appeal than if you sent it to all 5,000. You’ll keep the donors who would otherwise block you, and blocks are what Meta’s quality systems count.
An appeal template that tells people why now:
Dear {{1}}, the home's kitchen roof leaked through three days of rain this month. We need ₹{{2}} to replace it before the next monsoon spell. If you can help, the donation page is below.
[Button: Donate]
[Button: Stop updates]
Volunteer shift reminders
Anand Mishra coordinates Karunya’s volunteers. He used to post the week’s rota in a big WhatsApp group and hope. Now each volunteer who signed up for a shift gets a one-to-one reminder the evening before, which reads as utility because it is about a service they asked to join:
Hi {{1}}, a reminder of your shift at Karunya Home on {{2}} from {{3}}: {{4}}. Please reply if anything has changed.
[Button: I'll be there]
[Button: Can't make it]
A “Can’t make it” tap is a reply, so it opens the 24-hour window and Anand can answer in free text to find a swap. Template quick-reply labels can be 25 characters, so keep them short.
Why not run this through a group? Meta’s Groups API caps a group at 8 participants, which suits a shift team, not a volunteer community of 150. Conecxt doesn’t offer the Groups API in any case. Keep the big community group in the WhatsApp app for chat and photos, and send anything that needs a yes or no individually. The Groups API guide has the detail.
A helpline for vulnerable people
This is where an NGO’s setup differs most from a shop’s. The person writing may be an elderly woman whose son has taken her pension card, or a carer at 2 am. Four rules from Meta’s Business Messaging Policy apply directly, and we’d add three of our own.
From the policy, read live on 18 October 2026:
- If you use automation inside the 24-hour window, you “must also have available prompt, clear, and direct escalation paths”, starting with “In-Chat Human Agent transfer”.
- “Don’t share or ask people to share full length individual payment card numbers, financial account numbers, personal ID card numbers, or other sensitive identifiers.”
- Don’t use WhatsApp to send or request health information where the regulations that apply to you prohibit it.
- “You may not forward or otherwise share information from a customer chat with any other customer.” For an NGO that includes forwarding a beneficiary’s message to the volunteers’ group.
Our additions. Put the helpline on its own number, separate from donor messages, so an appeal never lands in a beneficiary’s chat and each number gets its own 1,000 free service messages. Publish the hours the helpline is watched in the first automatic reply, and say plainly what to do in an emergency: call the emergency services or go to the nearest hospital, not wait for a reply. And keep any AI agent to factual questions such as the timing of the medical camp; anything about abuse, money or health goes to a named person.
- Helpline enquiry: my mother is 78 she lives alone in Pala. son not giving her money for medicines. can you help 9:12 pm
- Karunya Home Trust, Kottayam: Thank you for writing to us. A member of our team reads this helpline from 8 am to 8 pm and will reply to you by 9 am tomorrow. If your mother is unwell now, please call the emergency services or take her to the nearest hospital. 9:12 pm
- Assigned to Sister Grace for the morning
Is there a WhatsApp nonprofit price?
For one kind of message, yes. From 1 October 2026 to 31 December 2027, Meta says service messages “remain free beyond the monthly free tier only for eligible government and non-profit organizations”. Its eligible cohorts include “community non-profit organizations, including those in public health, crisis response, disaster relief and non-partisan civic engagement”.
Three things to know before you count on it. It covers service messages only: Meta’s pricing page lists no non-profit rate for marketing, utility or authentication templates, so receipts, reminders and appeals cost the same as for anyone. Eligibility is Meta’s call, and the policy applies first to “organizations Meta has already identified as eligible”. And the tools are still arriving: since 12 October 2026, free service messages under the policy carry a paid_exempt subtype in delivery data, Meta “plans to introduce a way to check eligibility” by 30 October 2026, and a way to request a review is being built. Budget as if you’re not eligible until your provider can show that subtype on your messages.
Meta’s crisis-response rules are separate from pricing. Its list of utility messages that are “essential or critical to the user” includes crisis response, with an example about support services activated for a crisis in an area. A relief organisation’s alert of that kind, with nothing promotional in it, can be utility.
What a month costs for 5,000 donors
These volumes are illustrative, for Karunya. Replace them with your own.
| Message | Volume a month | Category | Meta charge, before GST |
|---|---|---|---|
| Donation receipts | 600 | Utility | 600 × ₹0.1150 = ₹69 |
| Monthly update to the 3,200 donors who opted in | 3,200 | Marketing | 3,200 × ₹0.8631 = ₹2,762 |
| One campaign appeal to the same 3,200 | 3,200 | Marketing | ₹2,762 |
| Volunteer shift reminders (150 volunteers, 4 shifts each) | 600 | Utility | ₹69 |
| Helpline replies, on their own number | 4,800 | Service | (4,800 − 1,000) × ₹0.1150 = ₹437 |
That’s about ₹6,099 a month in Meta charges, before GST, of which ₹5,524 is the two marketing sends. If Meta confirms the trust as eligible, the helpline line falls to nil. Sending the appeal to all 5,000 instead of the 3,200 who agreed would add about ₹1,554 per send and break the opt-in you promised.
The provider’s plan sits on top. Five thousand donors, 150 volunteers and helpline contacts together pass the 5,000-contact cap on Conecxt’s Basic plan, so a trust this size would be on Growth.
Where to start
Do the receipt first. It’s the cheapest message you’ll send, donors notice when it arrives within a minute, and it’s the natural place to ask the opt-in question for updates. Then split the helpline onto its own number before you send a single appeal. The fundraising can wait a week; the separation can’t.
Common questions
Can an NGO use the WhatsApp Business Platform for donations?
Yes. An NGO can send donation receipts, thank-you messages, appeals and campaign updates through the Platform, as long as donors gave their number and opted in. Receipts that name a specific donation fit Meta's utility description. Appeals for money are marketing, and Meta uses a fundraising appeal as one of its own marketing examples.
Is there a WhatsApp nonprofit discount?
Partly. From 1 October 2026 to 31 December 2027, Meta keeps service replies free beyond the 1,000 monthly allowance for eligible government and community non-profit organisations. Meta's pricing page lists no non-profit rate for marketing, utility or authentication templates, so receipts and appeals are charged at the normal rates.
Is a donation receipt on WhatsApp a utility or marketing message?
A receipt that confirms a specific donation, with its amount, date and reference, and nothing promotional, fits Meta's utility description for transaction messages, at ₹0.1150 per delivered message in India. Add a line asking for another gift or a share, and Meta treats the whole template as marketing, at ₹0.8631.
How do NGOs send volunteer reminders on WhatsApp?
Send each volunteer a one-to-one template about the shift they signed up for, with buttons to confirm or drop out, a day before. That reads as utility. Meta's API groups hold only 8 participants, so a large volunteer community group is better kept in the WhatsApp app, with reminders sent individually.
