WhatsApp Groups API for business: eight people a group, a blue tick first, and the cost
Meta lets a business number on the Cloud API create and message WhatsApp groups. The groups are small, entry is by invite link, and every message is charged once for each member it reaches. Here is what fits inside those rules and what doesn't.
The short version
- The Groups API is open to every business number with an Official Business Account, the blue tick on the Platform. Numbers on the WhatsApp Business app can't use it.
- Meta's overview lists a maximum of 8 participants in a group and 10,000 groups for each business number. A batch of 40 students or a 120-flat society does not fit in one.
- Nobody can be added. People join from an invite link, and Meta's Template Library has a utility template for sending it.
- Each group message is charged once for every member it is delivered to. A free-form reply to a group of 4 uses 4 of the number's 1,000 free service messages.
- Buttons, lists, OTP templates, catalogue messages and calls don't work in these groups. Text, media and ordinary templates do.
Harpreet Sandhu runs operations for a modular kitchen firm in Jalandhar. About 25 kitchens are being fitted at any time, and each job has a WhatsApp group with the customer, usually a spouse, and the site supervisor. Those groups lived on one coordinator’s phone. He left in August and eleven of them went with him.
She had heard that the WhatsApp Groups API lets a business number create and run groups from software, so the groups belong to the company. It does. Before you plan anything around it, three rules on Meta’s pages (read on 13 October 2026) decide whether it suits you:
- Your number needs an Official Business Account, the blue tick on the Platform.
- Meta’s overview gives the maximum as 8 participants in a group.
- Every group message is charged once for each member it reaches.
Meta doesn’t label the feature as a beta, and its FAQ says Groups “is available in all countries Cloud API is available in”. That includes India.
What is the WhatsApp Groups API?
It is the part of the Cloud API that creates groups, hands you an invite link, and lets your software send and receive messages in the group. Meta’s overview says it “enables you to programmatically create groups for messaging and collaboration”. The changelog shows it was introduced on 6 October 2025.
These are the numbers on the overview page, updated 16 June 2026:
| What Meta lists | |
|---|---|
| Group participants | 8 at most |
| Groups for each business number | 10,000 at most |
| Cloud API businesses in one group | 1 |
| Message types | Text, media, text templates, media templates |
| Group subject | 128 characters at most |
The overview doesn’t say whether your own number is one of the 8. A related field on the reference page counts participants “excluding your business”, which suggests 8 people plus you. Plan for seven and you’re safe either way.
Your business number is always the group’s creator and admin. If you delete the group, nobody can message it any more, you included.
Who can use it?
Any business whose number has Official Business Account status. The changelog entry of 3 February 2026 reads “Cloud API Groups are now available to all businesses with an Official Business Account”, and the get-started page repeats the condition.
For that status, Meta’s page (updated 19 September 2026) asks for Business Verification, at least 30 days on the Platform, two-step verification on the number, an approved display name, and compliance with its messaging policy. Our guide to the green tick and its blue replacement covers how to apply and what to do after a refusal.
Two exclusions are stated outright. Groups are “not available for WhatsApp Business app phone numbers”, and not for numbers “onboarded to Multi-solution Conversations”. If you aren’t sure how your number is set up, your provider can tell you. Terms such as Cloud API and Official Business Account are in the glossary.
How do customers join a group?
Only through an invite link. Meta’s reference page says “you cannot manually add participants”, so each person decides for themselves. The link always starts with https://chat.whatsapp.com/ and shows the group’s details before the person joins.
You have three ways to deliver it, according to Meta’s FAQ: paste it into a one-to-one chat, use the utility template for group invites in Meta’s Template Library, or write your own marketing template. The library template stays in the utility category only if you leave its wording alone, and approval can take up to 24 hours.
A few controls come with it:
- You can create the group with join approval switched on. People who tap the link then send a request, and your system approves or rejects it.
- You can remove a member. Someone you’ve removed can’t rejoin from the link.
- You can reset the link, which kills every earlier copy of it.
You can’t message a group until someone has joined. Error 131020 says it plainly: “Cannot send messages to single member groups”.
What can you send, and what is missing?
Text, media, and templates built from text or media. That covers most of what a job group needs: a site photo, a PDF of the drawing, a note that the fitter arrives at ten.
The gaps matter more. Meta lists these as not supported in groups:
- Interactive messages, which means no reply buttons and no lists. A button-driven bot won’t work here.
- Authentication messages, commerce messages and calls.
- Disappearing and view-once messages.
- Editing or deleting a message once it’s sent.
- Hiding the participant list. Members see who else is in the group.
You can pin up to three messages, each for 1 to 30 days. Delivery and read receipts arrive for each member. Meta also notes that template performance metrics aren’t available for groups, and advises creating separate templates for group use.
What it is not
It isn’t a remote control for the groups already on your phone. Meta’s pages describe groups that the API creates, on a Cloud API number, joined by invite. Nothing on them moves an existing group across, and Business app numbers are excluded.
It isn’t a community tool either. The WhatsApp app allows groups of up to 1,024 members, as our broadcast, group and campaign comparison explains. An API group holds 8. And it’s no cheap way to broadcast, as the next section shows.
How is a group message charged?
Once for every member it is delivered to, at the same rates as one-to-one messages. Meta’s Groups pricing page gives the example: a marketing template sent to a group with 5 users and delivered to all 5 is charged as 5 messages. Delivered to 4, it’s charged as 4.
The 24-hour window works differently. When any member writes in the group, a customer service window opens “between you and the entire group”. While it’s open you can post free-form messages. When the group has been quiet for 24 hours, you need a template.
Since 1 October 2026 the rules inside that window are the ones that apply to all chats. Utility templates are charged. Free-form messages are free only while the number is inside its monthly allowance, and Meta’s page says the 1,000 free service messages are “shared with 1:1 service messages for the same business phone number, and each group send consumes one unit per delivered recipient”. One update to a group of 4 uses 4 units. Our piece on how far the free service messages go has the one-to-one maths.
To Indian numbers, on Meta’s rupee rate card effective 1 October 2026 and read on 13 October:
| What you post in the group | Charge for each member reached, before GST |
|---|---|
| Marketing template | ₹0.8631 |
| Utility template, window open or not | ₹0.115 |
| Free-form message, inside the free 1,000 | Nothing |
| Free-form message, after the free 1,000 | ₹0.115 |
Group utility messages don’t count towards volume tiers. The invite is a normal one-to-one message: ₹0.115 for each person if you use the library’s utility template.
Four Indian use cases, costed
Only one of the four groups people usually ask about fits as it stands. The sizes below are illustrations with the maths shown; the rates are Meta’s. To keep them comparable, each assumes the number’s one-to-one chats have already used the free 1,000.
An order-specific group. This is what the limits were built for. Harpreet’s kitchen groups have 4 people each: the customer, a spouse, the architect and her own site supervisor on his personal WhatsApp. He counts as a recipient like anyone else. With 25 jobs running and 40 updates a month in each, that’s 25 × 40 × 4 = 4,000 deliveries, or ₹460. Take the supervisor out and brief him separately, and it falls to 3,000 deliveries and ₹345. Invites for 100 people cost ₹11.50.
A batch of students. A JEE batch of 40 doesn’t fit in one group. You could split it into seven groups of six or fewer, but the bill follows the headcount, not the group count. One homework post a day for 26 days is 26 × 40 = 1,040 deliveries, more than a whole month’s free allowance, and ₹119.60 at ₹0.115. You’d also need a template whenever a group had been silent for a day. An ordinary app group does this job free, and a campaign handles the fee reminders. Our guide to WhatsApp for schools and coaching sets out that split.
A residents’ society. A 120-flat society can’t be one API group. A managing committee of seven can. Picture a facility-management firm in Wakad, Pune, that looks after 30 societies and keeps one group for each committee. Twenty posts a month in each is 30 × 20 × 7 = 4,200 deliveries, about ₹483.
A dealer network. A tile distributor in Rajkot with 60 dealers can’t put them in one group, and wouldn’t want dealers reading each other’s orders. One group for each dealer, with the owner, the counter salesman and the accountant, does fit. Ten dispatch updates a month to each as utility templates come to 60 × 10 × 3 = 1,800 deliveries and ₹207. The monthly scheme announcement, a marketing template, costs 180 × ₹0.8631 = ₹155.36 through the groups. Sent one-to-one to the 60 owners it costs ₹51.79.
| Use case | Fits in a group of 8? | Illustrative month | Meta’s charge, before GST |
|---|---|---|---|
| Order group, 4 members, 25 jobs | Yes | 4,000 deliveries | ₹460 |
| Student batch of 40 | No. Seven small groups | 1,040 deliveries | ₹119.60 |
| Society committee of 7, 30 societies | Committee only | 4,200 deliveries | ₹483 |
| Dealer group of 3, 60 dealers | One group for each dealer | 1,800 utility deliveries | ₹207 |
None of these bills is large. The pattern to notice is that a group multiplies every message by its members, so announcements belong in one-to-one templates and conversation belongs in the group.
Is it worth setting up?
For a business that runs many small, short-lived groups around a job, yes. Interior fit-outs, a wedding booking, a property handover, a car in the body shop: a few people, a few weeks, lots of photos. Company-owned groups mean the record survives a resignation and the customer deals with your verified name.
For anything shaped like an audience, no. Use an app group where members know each other, and a campaign where they don’t.
Before asking a developer or provider for a quote, do two things. Check whether your number has Official Business Account status, because nothing starts without it. Then open five of your current groups and count the members who aren’t the business. If the count is above eight in most of them, the Groups API isn’t the tool for those groups.
Common questions
What is the WhatsApp Groups API?
It is a part of Meta's Cloud API that lets a business phone number create WhatsApp groups, send an invite link, and send and receive group messages from software. Meta opened it to every business with an Official Business Account on 3 February 2026. It does not work with WhatsApp Business app numbers.
How many members can a WhatsApp Groups API group have?
Meta's Groups API overview, updated 16 June 2026, lists a maximum of 8 group participants and up to 10,000 groups for each business number. Only one Cloud API business can be in a group. A class batch or a housing society is too large for a single group.
Who is eligible for the WhatsApp Groups API?
A business number needs Official Business Account status, the blue tick Meta gives verified businesses on the Platform. That needs Business Verification, 30 days on the Platform, two-step verification and an approved display name. Meta's FAQ says Groups is available in every country where the Cloud API is, which includes India.
How much does a WhatsApp group message cost on the API in India?
Meta charges for each member a group message is delivered to. To Indian numbers, a marketing template costs ₹0.8631 and a utility template ₹0.115 for each member, before GST. A free-form reply uses one of the number's 1,000 free monthly service messages for each member, then costs ₹0.115 each.
Can the Groups API manage my existing WhatsApp groups?
Meta's pages describe only groups that the API itself creates. Members join those from an invite link, and the business can't add anyone. The feature isn't available for WhatsApp Business app numbers, so a group made on a phone stays where it is and has to be run from that phone.
