WhatsApp template paused or quality rating red: what Meta's ratings mean and how to recover

A template that was approved on Tuesday can be paused on Thursday, forty minutes into a campaign. Meta's pages explain the two quality ratings behind that, the 3-hour, 6-hour and disabled ladder, the pacing that holds part of a send until early feedback arrives, and the webhooks that tell your provider what happened. Here is all of it, and what to do on the day.

The short version

  • Meta keeps two ratings: one on the phone number (green, yellow or red, from seven days of customer feedback) and one on each template (high, medium, low or pending, from feedback and read rates).
  • A template that reaches low quality is paused for 3 hours the first time, 6 hours the second, and disabled the third. Sends to a paused template fail with error 132015 and are not charged.
  • Template pacing holds part of a send on a new, unpaused or non-green template until early feedback comes in; held messages are released on a good signal and dropped on a bad one. Portfolio pacing does the same for whole accounts under 500,000 templates a year.
  • A pause is not error 131049, which is one person's marketing cap, and not a rejection, which is a review outcome. Each needs a different fix.
  • Recovery: stop the send, read the block reasons, cut the list to people who engaged recently, change the wording only if the wording is the cause, wait out the pause, then re-send to a small set and watch the webhook.

Arnab Ghosh sells Darjeeling tea and dry fruit online from Siliguri with a team of eight. On the Monday before Dhanteras he sent “Festive hampers, 20% off till Sunday” to all 18,000 contacts on a template approved two days earlier. Forty minutes in, the template’s status read “Active - Low quality”, then “Paused”. About 6,100 messages had been delivered; the rest showed as failed. (Arnab and his shop are invented; the behaviour is documented on Meta’s pages, read on 15 October 2026.)

If your whole number has stopped sending, our banned or restricted guide is the page you want. This one is for the day a WhatsApp template is paused or a quality rating turns, and for making sure it doesn’t happen on the next campaign.

Two quality ratings, not one

Meta keeps a rating on your phone number and a separate one on every template.

The number’s rating is green, yellow or red. Meta’s Help Centre says it is “based on the recent messages that your customers have received over the past seven days” and “determined by feedback from your customers, such as the reason why they blocked your number and other reporting issues”. When someone blocks a business, WhatsApp asks why, and the options are “No longer needed”, “Didn’t sign up”, “Spam”, “Offensive messages” or “No reason”. Hover over a yellow or red rating in WhatsApp Manager, under Phone numbers, and those reasons appear where available.

The template’s rating is GREEN, YELLOW, RED or UNKNOWN through the API, and “Active - High quality”, “Medium quality”, “Low quality” or “Quality pending” in WhatsApp Manager’s template list. Meta says it is “based on usage, customer feedback, and engagement”. Yellow and red both mean the template “has received negative feedback from multiple WhatsApp users, or low read-rates”. Every new template starts at UNKNOWN.

Meta publishes no thresholds, so there is no number of blocks that turns green to yellow. What the pages do make clear is that reads count as well as blocks: a template nobody opens drifts down without a complaint. A red template can still be sent, but “is in danger of being paused or disabled soon”. (Quality rating, messaging limit and the other terms are defined in our glossary.)

What “paused” means and how long it lasts

When a template reaches low quality, Meta pauses it automatically, and the durations are fixed: 3 hours the first time, 6 hours the second, and on the third instance the template is disabled.

While paused, the API rejects every send on that template with error 132015, “Template is paused due to low quality so it cannot be sent in a template message”. Meta says you “won’t be charged for attempting to send a paused message template” and the attempts “won’t count against your messaging limit”, but asks you to halt any automated campaign that relies on the template anyway. The template unpauses on its own, its status returns to Active, and its quality rating “will also be reset to a value based on the most recent customer feedback the template has received”.

Editing is a trap if you reach for it reflexively. Once you edit a paused template and resubmit it, its status “will change to In Review and it can’t be sent to customers again until it has been re-approved”. Edit when the wording is the cause. Leave it alone when the list is the cause. Meta’s limits: an approved template can be edited 10 times in 30 days or once in 24 hours, a paused or rejected one without limit, and every edit replaces all the components.

The third strike is different in kind. A disabled template returns error 132016, “paused too many times due to low quality and is now permanently disabled”, and can’t be deleted. The pausing page leaves a door open: “If an approved template has become disabled, you may also edit it and resubmit it for approval”, with a sample, and “a decision made within 24 hours”.

Pausing “will initially not impact the business phone number”, Meta says, but “if a business consistently sends message templates that reach a Low quality status, the phone number may eventually be impacted.”

A renamed copy doesn’t escape this. Meta’s pacing page says a template’s quality history “is one of the primary reasons for template pacing and you may see other templates get paced”, so the new name arrives already under watch.

Template pacing: why a send stalls at a few hundred

Template pacing is Meta’s way of letting early recipients vote before the whole list gets a message. It applies to marketing and utility templates, specifically to “newly created templates, paused templates that are unpaused, and templates that may have been created previously but don’t have a GREEN quality rating”.

When a template is paced, “messages will be sent normally until an unspecified threshold is reached”. After that, sends are held. The API response carries message_status set to accepted for messages that went and held_for_quality_assessment for messages waiting. If the early feedback lifts the rating to high, the held messages are released and the normal sent and delivered webhooks follow. If it drops the rating to low, the template’s status becomes PAUSED and “each held message will be dropped and trigger a messages webhook with status failed and code 132015”.

That is Arnab’s morning: the first 6,100 were the pre-threshold batch, and the pause came from how they reacted.

Two details soften it. Meta has “internal guardrails” so that “even if paced, campaign messages with highest throughput still get delivered within an hour (99 percentile)”; if the guardrail is hit before enough feedback arrives, the held messages are released. And utility templates are only paced for 7 days after you have had a utility template paused.

One point that catches providers out: a template paused during pacing does not unpause itself. Meta says it “must be manually unpaused”, through a POST to the template’s /unpause endpoint or the “manually unpause it” link in WhatsApp Manager.

Business portfolio pacing: the account-level version

Portfolio pacing is the same idea applied to the whole business, and most Indian SMBs are inside its scope without knowing it. Meta says it applies to business portfolios “that have sent less than 500K template messages collectively, across all of their business phone numbers, within a moving 365-day lookback period”, and to portfolios being monitored for suspicious activity. It was announced on 8 December 2025.

If it applies and you “attempt to send a large number of templates within a short period of time”, an initial set is processed, the rest are held, and Meta delivers the remainder “in batches, monitoring feedback before releasing each new batch”. If the feedback “suggests suspicious activity”, every held message is dropped with a failed status and code 135000, and the portfolio “will be prevented from sending or creating templates while it undergoes further review”. A portfolio found in violation “may be fully disabled”, with an appeal available.

A first festive send of 18,000 on a two-day-old template is the textbook case for both kinds of pacing at once.

What the webhooks say

Your provider receives these and should be able to show you the raw events.

WebhookWhen it firesWhat to read
message_template_quality_updateA template’s quality score changesprevious_quality_score and new_quality_score: GREEN, YELLOW, RED or UNKNOWN, with the template name and language
message_template_status_updateA template is approved, rejected, paused, disabled, reinstated, archived or deletedevent: PAUSED, DISABLED, REINSTATED, FLAGGED, APPROVED, REJECTED, ARCHIVED and others; other_info.title says FIRST_PAUSE, SECOND_PAUSE, RATE_LIMITING_PAUSE, UNPAUSE or DISABLED
template_category_updateMeta is about to change, or has changed, a template’s categorycorrect_category and category_update_timestamp give 24 hours’ notice; afterwards previous_category and new_category
phone_number_quality_updateDespite the name, a number’s throughput or messaging-limit tier changesevent is ONBOARDING or THROUGHPUT_UPGRADE; max_daily_conversations_per_business carries the tier. The colour comes from the number’s quality_rating field or WhatsApp Manager instead
account_updateThe account has a policy violationThe restriction type and its duration
messages (status)Each dropped or rejected messagestatus failed with code 132015 (template paused) or 135000 (portfolio pacing)

Two names to keep apart. A template event of FLAGGED means the template “has received negative feedback and is at risk of being disabled”, and is a live state. The number statuses called Flagged and Restricted were discontinued on 7 October 2025; our messaging limits guide explains what replaced them.

One housekeeping event belongs here too: templates inactive for 12 months are archived automatically, with a status webhook and an email, and deleted 28 days later unless you unarchive them. A festival template used once a year is the kind that vanishes.

How a template problem becomes an account problem

Meta’s enforcement page describes a ladder for accounts that repeatedly break its policies, “such as sending spam, template misclassifications, or high-risk policy categories”: a warning, then a 1 or 3 day block on template messages, then a 5, 7 or 30 day block on all messages, then an account lock that “can only be removed via an appeal”, then permanent disabling. Meta “might also limit or offboard your business” for “excessive negative feedback from users”, with no number attached to “excessive”.

Category misuse has its own track. A utility template that reads as marketing is recategorised with a day’s notice through the template_category_update webhook, and repeated misuse ends in error 131064 and a cap on utility volume, as our categories guide covers.

The link between the number’s rating and your limit changed in October 2025. A poor rating no longer lowers the messaging limit, but it holds you where you are: Meta raises the limit only when you are sending “high-quality messages across all of your business phone numbers and templates” and have used at least half of your current limit in the last 7 days. A red week delays the step from 2,000 to 10,000 that a coaching centre or a D2C brand is usually waiting for.

Not the same thing: 131049 and a rejection

Three failures look alike in a campaign report and have nothing in common underneath.

A recovery plan for the paused template

  1. Stop the send and every journey that uses the template. The API rejects the sends anyway, but a retrying queue hits the wall again the minute the pause lifts, and an unpaused template is paced.
  2. Read the signals: hover over the number’s rating in WhatsApp Manager for the block reasons, and ask your provider for the quality and status webhooks. “Didn’t sign up” is an opt-in problem. “No longer needed” is a frequency problem. “Spam” is wording or targeting, or both.
  3. Cut the list. Arnab’s 18,000 contacts included everyone who had ever ordered; those who had bought or replied in the last 90 days numbered about 2,600. At Meta’s marketing rate of ₹0.8631 per delivered message, as listed on 15 October 2026 and before GST, that send costs roughly ₹2,244 instead of about ₹15,536, and the saving that matters is the rating.
  4. Change the wording only if the wording is the cause. Editing restarts review. A list problem with a rewritten template is still a list problem.
  5. Wait out the 3 or 6 hours, or, if the template was paused during pacing, unpause it manually once the list is fixed. Its rating resets from the most recent feedback, so what you send next decides it.
  6. Re-send to a few hundred people, not the whole segment, and watch message_template_quality_update for 24 hours. Expect pacing to hold part of even that send.
  7. Act on every stop reply the same day and keep an opt-out button on the template. Our guide to bulk sends without a ban has the habits that keep a number green between campaigns.

Arnab’s second send went to 2,600 people on Wednesday, about 300 at a time, and the template was back at high quality by Friday. He never changed the wording. The 6,100 who got the first message were, by the accident of how the list was sorted, the 6,100 who had least recently bought anything, and they said so in the only way WhatsApp lets them.

Common questions

Why is my WhatsApp template paused?

Meta pauses a template automatically when its quality rating reaches low, shown as 'Active - Low quality' in WhatsApp Manager or RED through the API. The rating comes from customer feedback and read rates: blocks, reports and messages that go unread. A template can also be paused during template pacing if the first customers to receive it respond badly.

How long does a WhatsApp template stay paused?

Meta's template pausing page gives fixed durations: 3 hours the first time, 6 hours the second, and disabled the third. The template unpauses on its own and its rating is reset from the most recent feedback. A template paused during template pacing has to be unpaused manually, through the API or a link in WhatsApp Manager.

What is the WhatsApp template quality rating?

Every approved template carries a rating Meta sets from usage, customer feedback and engagement: high (green), medium (yellow), low (red) or pending (unknown) while there is no data yet. Medium and low mean negative feedback from several users or low read rates. A low-rated template can still be sent but is close to being paused or disabled.

What does a red quality rating on my WhatsApp number mean?

It means customers who received your messages in the past seven days blocked or reported the number enough for Meta to rate it low. Hovering over the rating in WhatsApp Manager shows the block reasons, such as 'Didn't sign up' or 'Spam'. Since October 2025 a poor rating no longer lowers your messaging limit, but it stops the limit rising.

What is template pacing on WhatsApp?

A Meta mechanism for marketing and utility templates that are new, recently unpaused or not yet rated green. Messages send normally until an unspecified threshold, then further sends are held while early recipients react. On a good signal the held messages go out; on a bad one the template is paused and the held messages fail with error 132015.
