Facebook lead ads to WhatsApp follow-up: from instant form to first message, by Meta's rules

An instant form hands you a name and a number, not a chat. So the first WhatsApp message is yours to start, which means an opt-in, a template and a clock that only runs once the person replies. Here is the sequence, the record to keep, and when a click-to-WhatsApp ad is the better buy.

The short version

  • A lead from a Facebook or Instagram instant form hasn't messaged you, so your first WhatsApp message is business-initiated: it needs an approved template and an opt-in you can show. A chat from a click-to-WhatsApp ad needs neither for the first reply.
  • Collect the opt-in on the form itself. Meta's instant forms take a custom disclaimer with consent tickboxes; word the tick so it names your business and says WhatsApp, as Meta's opt-in rule requires.
  • Send the first template within minutes, through a webhook rather than a CSV. Meta's own best-practice page says manual downloads slow follow-up, and it deletes downloadable leads after 90 days.
  • The first template is utility: it confirms the request and ends in buttons. A marketing follow-up goes only to opted-in people who didn't reply, after 24 hours, and Meta's per-user marketing cap can still block it.
  • At Meta's India rates the message charges for 400 form leads come to a few hundred rupees. Cost per lead is set by ad spend and by how many people reply to the first message.

Bansal Realty sells flats in Jagatpura and Mansarovar from an office in Jaipur with fourteen people, four of them telecallers. Rohit Bansal, the owner (invented, as is everyone named here), runs Facebook lead ads with an instant form. The leads arrive as a spreadsheet: name, number, which project, submitted at 11:20 pm. The telecallers download it at 10 the next morning and start dialling at 2 pm, after the site visits. By then the person has filled in three other builders’ forms and has stopped answering unknown numbers.

A WhatsApp message in the first few minutes is the obvious fix. It’s also where most teams break a rule without knowing it. A form lead hasn’t messaged you. So the first WhatsApp message is business-initiated, which means an approved template, an opt-in you can show, and a clock that starts only when the person replies.

Why a form lead needs a template and an ad chat doesn’t

Because of who speaks first. Meta’s help centre lists three kinds of lead ad: with calling, with instant form, and ads that click to message. With the third, the person taps the ad, WhatsApp opens, they message you, and a 24-hour customer service window opens in which your team can type anything. Our click-to-WhatsApp set-up guide covers that route.

With an instant form, Meta collects the answers inside Facebook or Instagram and hands you the data: a CSV from Ads Manager or Meta Business Suite, the API, or a connected CRM. There is no chat. If you want one, you start it, and a business can only start a WhatsApp conversation with a template Meta has approved, sent to a person who has opted in. The glossary defines template, window and opt-in if you need them.

Get the opt-in inside the form

Add a custom disclaimer with a consent tickbox to the instant form, worded so that it names your business and says WhatsApp. Meta’s opt-in page, updated 16 June 2026, has three requirements: clearly state that the person is opting in to receive communication from the business, clearly state the business’s name, and comply with applicable law. It accepts any method, and a web form counts.

Instant forms have a place for this. Meta’s help centre says you can add a custom disclaimer in addition to the Facebook privacy disclaimer, give it a title and text, and add one or more consent tickboxes, each marked optional or not. Two details on the same page matter. When a disclaimer is on the form, people must agree to it to submit. And you can’t add a disclaimer to a form that’s already running in an ad; you duplicate the form and add it to the copy.

Wording that passes Meta’s three tests:

Bansal Realty may send me prices, site-visit slots and project updates on WhatsApp. I can reply STOP at any time.

Optional or required? If WhatsApp is the only way you follow up, make the tick required and accept that a few people will abandon the form. If you also call, leave it optional and treat an unticked lead as call-only. We’d take the second; a telecaller can still ask on the call.

Two more parts of the form carry weight. Meta says a Privacy Policy link is required to run instant forms. And if you pass leads to anyone else, a channel partner, a broker or a franchise, Meta asks for a “reasonably prominent notice” saying so; its own example is a property company sharing details with estate agents near the person.

India’s DPDP Rules, 2025, notified in November 2025, bring their notice and consent duties into force in stages, most around May 2027. That is prepare, not comply today, and an itemised tick with a dated record is most of the preparation. Our opt-in and DPDP guide has the rest.

Speed to lead: minutes, not Monday

The gap between the form and the first message decides everything after it, and Meta says so. Its best-practice page for responding to instant form leads recommends capturing leads immediately through an integrated CRM or Leads Centre, because manual downloads “can take more time to follow up”, and running lead ads during business hours so you can start a conversation quickly.

There are two ways to get a lead out of Meta fast enough.

A webhook. Meta’s Marketing API sends a leadgen webhook the moment a form is submitted, carrying the lead ID, form ID, ad ID and time, and your tool then fetches the answers. Meta’s help centre lists direct CRM integrations, third-party tools such as Zapier and LeadsBridge, and custom integrations built on Webhooks and the Graph API. In practice, a connector posts the lead to a URL and the WhatsApp tool listens there.

A CSV. Downloaded from Ads Manager or Business Suite, with Meta’s standard columns (lead ID and created time, the ad, ad set, campaign and form IDs and names, whether the lead was organic, and the platform) followed by the answers to your questions. Fine for a weekly reconciliation. Too slow for the first message.

One deadline to know: Meta makes leads available for download for 90 days from submission. After that they’re gone from Meta’s side, and your copy is the only record.

The two-template sequence

Two templates, then stop.

Template 1 goes out within minutes of the form, and it’s a utility template. Meta’s categorization page, updated 15 September 2026, lists two utility use cases that fit a form lead exactly. “Continue a Conversation on WhatsApp” is a message that begins an interaction on WhatsApp that started in another channel, and it “should not be initiated without a user having requested the conversation to be moved to WhatsApp”. “Opt-In Management” confirms an opt-in collected elsewhere. The tick on the form is that request. The template confirms what they asked for, names the business and ends in buttons:

Hi {{1}}, this is Bansal Realty. You asked about {{2}} on our Facebook form just now. Reply here and a counsellor will share prices and visit slots. What would help first?

Buttons: Send prices · Book a site visit · Not now

Keep every word non-promotional. “Limited units left” in the same message makes it mixed content, which Meta’s rule puts in marketing at ₹0.8631 instead of ₹0.1150. The categories guide explains how Meta decides.

When the person taps a button or types, a 24-hour customer service window opens. Now the telecaller can type: prices, a floor plan, a visit slot. Those are service messages, and from 1 October 2026 they’re billed at ₹0.1150 each after the first 1,000 per number each month.

Template 2 is marketing. It goes only to people who ticked the box and didn’t reply, and it waits at least 24 hours. Give it news: a price revision date, a weekend site-visit bus, a new tower. Meta caps how many marketing templates a person receives from all businesses combined; the cap is dynamic, and a blocked send comes back as error 131049, after which Meta’s rule is to wait at least 24 hours before trying that person again. After template 2, stop. A third message to someone who ignored two is how a number’s quality rating slides.

Leena Pathak talking to Bansal Realty
  1. Instant form submitted at 11:20 pm. Consent box ticked. Webhook received the same minute.
  2. Bansal Realty:
Template · utility, ₹0.1150 Hi Leena, this is Bansal Realty. You asked about 2 BHK flats in Jagatpura on our Facebook form just now. Reply here and a counsellor will share prices and visit slots. What would help first? 11:21 pm
    • Send prices
    • Book a site visit
    • Not now
  3. Leena Pathak:
    Send prices 11:24 pm
  4. Bansal Realty:
Thanks Leena. 2 BHK in Jagatpura starts at ₹48 lakh for 1,050 sq ft, possession March 2028. Sending the price sheet now. Would a Saturday visit suit you? 11:25 pm
    • Saturday morning
    • Saturday evening
    • Call me first
  5. Day 2, 11:30 am. No reply since. The 24-hour window has closed. Consent on file.
  6. Bansal Realty:
Template · marketing, ₹0.8631 Hi Leena, Bansal Realty here. Our Jagatpura prices change on 1 November. If you'd like to see the flat before that, we have visit slots this Saturday and Sunday. 11:30 am
    • Book a visit
    • Not now
The first template went out a minute after the form. One typed reply at 11:25 pm did the job of the 2 pm call. The marketing follow-up came after the window closed, and only because the box was ticked.

What the record must keep

Five things for every lead, on the contact and not in a spreadsheet nobody can find: the form ID and name, the ad ID, the exact consent wording and its version, the submission time (Meta’s created_time), and whether the box was ticked.

The tick is the one teams lose. Meta’s download carries your custom questions, but the tickbox answer is a separate API field, custom_disclaimer_responses, and Meta’s page on download columns doesn’t list it. Check your export. If the tick isn’t there, have your connector fetch that field, or make the disclaimer required so every submission implies agreement.

Meta’s Lead Ads Terms, accepted for each Page, let you use the data according to your own privacy policy and the terms disclosed in the ad. The record above is what lets you show, a year on, that a particular person agreed to a particular thing on a particular night.

What it costs, at Meta’s rates

All figures here are illustrations at Meta’s India rates effective 1 October 2026, per delivered message and before GST. None is a benchmark.

Take a month with 400 form leads for Bansal Realty, all with the box ticked.

LineArithmeticMeta charge
Template 1, utility, to all 400400 × ₹0.1150₹46.00
Typed replies to the 160 who answered, about six each960 service messages, inside the 1,000 free per number per month₹0.00
Template 2, marketing, to the 240 who didn’t reply240 × ₹0.8631₹207.14
Total Meta message charges₹253.14

Ad spend is A, and only Ads Manager knows it. If 70 of the 400 met the team’s definition of qualified (budget confirmed, visit booked or asked for), cost per qualified lead is (A + ₹253 + tool fee + staff time) ÷ 70. The message line is a rounding error against A. What moves the result is how many of the 400 reply, and that’s set by the first message’s timing and wording. Our marketing ROI article has the full method, including a held-back group.

When click-to-WhatsApp is the better objective

Use an instant form when you need structured answers for a calling team, when the question list is long, or when the person wouldn’t start a chat. Use a click-to-WhatsApp ad when the conversation is the qualification and someone, or something, can reply within minutes.

Meta counts ads that click to message as a type of lead ad in their own right. A chat the person starts needs no template and no consent tick for the first reply; opt-in for later offers is still yours to collect.

An instant form can end with a Chat on WhatsApp button in its message for leads, and Meta says the button may be on automatically if your Page is linked to a WhatsApp account. A lead who taps it messages you first, and the window opens without a template. Don’t assume a free entry point window from it: Meta’s pricing page ties that window to ads that click to WhatsApp.

Meta’s best-practice page also says lead nurturing can be switched on in Ads Manager to start follow-up conversations on WhatsApp after a form is submitted, with “Leads with WhatsApp conversations” as a follow-up event. Both are Meta features on the ad side; the inbox that answers them is yours.

For Rohit the split is by project: forms where the telecallers do the selling, click-to-WhatsApp where the first question is “price?” and a fast reply wins. The lead generation playbook covers the chat side from there.

Fill in your own form tonight at 11 pm and time the first WhatsApp message. If it arrives tomorrow afternoon, the fix is a webhook and a utility template, not more ad budget.

Common questions

Can I message Facebook lead ads leads on WhatsApp?

Yes, if the form captured their opt-in and you send an approved template. Meta's opt-in rule asks for a clear statement that the person is opting in, with your business named; an instant form's custom disclaimer with a consent tickbox meets it. Without the tick, treat the lead as call-only and ask for WhatsApp consent on the call.

What should the first WhatsApp message to an instant form lead say?

Confirm what they asked for, name your business, and end with reply buttons such as send prices or book a visit. Keep it non-promotional so Meta approves it as a utility template at ₹0.1150 per delivered message in India. A tap or a typed reply then opens a 24-hour window in which your team can message freely.

How do I get instant form leads into WhatsApp automatically?

Through a webhook. Meta sends a leadgen webhook when a form is submitted, and its help centre lists direct CRM integrations, third-party connectors and custom integrations built on Webhooks and the Graph API. The lead is posted to your WhatsApp tool, which sends the template. A CSV download from Ads Manager works for reconciliation, not for speed.

How much does WhatsApp follow-up on Facebook leads cost in India?

Meta's rates, effective 1 October 2026 and before GST, are ₹0.1150 per delivered utility template and ₹0.8631 per marketing template. For 400 form leads, one utility confirmation each and a marketing follow-up to the 240 who didn't reply come to about ₹253. Ad spend and staff time are the larger lines.
